积极老龄化进程中地方政府责任研究

【摘要】：随着社会经济的快速发展,人口老龄化已经对我国的经济增长、社会保障体系、传统的家庭结构等方面都造成了影响,人口老龄化出现的问题与以往有所不同。是否能解决好人口老龄化与社会经济平稳发展之间的矛盾点,关系到我国社会主义现代化的发展战略问题。所以,解决人口老龄化问题是我国一项重要任务,在推进积极老龄化进程中地方政府起着重要的作用。首先,作者阐释了我国社会人口老龄化的主要特征以及所处阶段,在老龄人口数量不断上升时,积极面对老龄化所产生的问题,强调积极老龄化理念,强化地方政府相对应的职责。其次,具体分析了在推进积极老龄化进程中地方政府所要履行的责任和其类别以及出现的责任困境。再次,通过与国外的先进经验进行比较,分析我国地方政府在积极老龄化进程中的责任困境的成因。最后,联系地方政府在积极老龄化进程中的责任困境并结合联合国卫生组织提出的关于积极老龄化“健康、参与、保障”三个主要方面研究地方政府在积极应对人口老龄化快速发展时,其应如何保证老年人口在未来的社会经济发展中的养老服务、医疗卫生等方面的各种需求。文章运用文献研究法对我国现阶段人口老龄化的研究成果以及积极老龄化的相关理论进行整体性的研究与归纳分析;运用定性与定量相结合方法来分析目前我国老龄人口的增长变化与人口老龄化的发展情况,找到地方政府在处理养老问题的不足之处;运用比较分析法分析出在积极老龄化进程中地方政府出现的责任困境及成因,针对分析结果来找到强化积极老龄化进程中的地方政府责任的途径。
[Abstract]:With the rapid development of social economy, the aging of the population has had an impact on China's economic growth, social security system, traditional family structure and so on. Whether or not we can solve the contradiction between the aging population and the steady development of social economy is related to the development strategy of socialist modernization of our country. Therefore, to solve the problem of population aging is an important task in China, and the local government plays an important role in the process of active aging. First of all, the author explains the main characteristics and the stage of the aging of the social population in China. When the number of the aging population is increasing, the author actively faces the problems caused by the aging, and emphasizes the idea of active aging. Strengthen the responsibilities of local governments. Secondly, it analyzes the responsibility of local government and its types and the dilemma of responsibility in the process of promoting the active aging. Thirdly, by comparing with the advanced experience of foreign countries, this paper analyzes the causes of the dilemma of the local government's responsibility in the process of active aging. Finally, in the context of the dilemma of responsibility of local governments in the process of active ageing and in the context of the United Nations Health Organization's proposal on "active ageing", participation, Three main aspects study how the local government should guarantee the old-age service, medical care and health in the future social and economic development when the local government actively responds to the rapid development of the aging population. This article uses the literature research method to carry on the overall research and the induction analysis to our country present stage population aging research result as well as the active aging related theory; The qualitative and quantitative methods are used to analyze the changes of the aging population and the development of the aging population in China at present, and to find out the deficiencies of the local government in dealing with the problem of the aged. By using comparative analysis, this paper analyzes the dilemma and causes of local government's responsibility in the process of active aging, and finds out the way to strengthen the responsibility of local government in the process of active aging according to the analysis results.
