【摘要】：随着理论和实践探索的深入,统筹城乡发展的内涵也不断丰富,虽然因分析的出发点和角度的不同,统筹城乡发展的具体内容有所差异,但至少在两个方面形成了共识：第一,统筹城乡发展就是要把城市与农村、城镇居民与农村居民作为一个整体,在工业化和城镇化进程中统筹谋划,通过生产要素在城乡之间的合理配置,实现城乡经济、社会、政治、文化的共同发展。第二,统筹城乡发展的实质就是要纠正长期以来重工业轻农业、重城市轻农村形成的城乡失衡的发展关系,打破城乡二元结构的顽固阻碍,破解“三农”难题；建立起“以工促农、以城带乡”的长效机制,是新的发展阶段统筹城乡发展的基本前提。从统筹城乡发展方略第一次提出至今已逾十年,这期间,城乡经济一体化的制度框架初步形成,加速推进的工业化和城镇化,为解决农村人口转移、增加就业、提高居民收入发挥了巨大的作用,但是,加速推进的城镇化也存在着对农村和农民第二次掠夺的巨大风险。县域作为我国基本的行政单位,县级市经济作为一种区域经济形态,具有城乡结合的若干特点,在城乡一体化建设方面承担着更多的探索职责。本文以山西省盂县统筹城乡发展为例,收集整理盂县自然、经济、社会、改革、社保等统筹城乡发展方面信息,对统筹城乡发展的有关问题及改革举措进行了分析探讨,总结其在统筹城乡发展中的经验教训,希望能得到点启示,共同推进城乡统筹。
[Abstract]:With the deepening of theoretical and practical exploration, the connotation of urban and rural development as a whole has been enriched. Although the specific contents of urban and rural development are different due to the different starting points and angles of analysis, at least two aspects have formed a consensus: first, Urban and rural development as a whole, urban and rural residents as a whole, in the process of industrialization and urbanization as a whole, through the rational allocation of production elements between urban and rural areas, to achieve urban and rural economy, society, The common development of politics and culture. Second, the essence of coordinating urban and rural development is to correct the development relationship of the imbalance between urban and rural areas formed by heavy industry and light agriculture, break the stubborn obstacles of urban-rural dual structure, and solve the "three rural" problem. It is the basic premise of the new development stage to set up a long-term mechanism of "promoting agriculture by industry and taking cities and towns with villages". It has been more than 10 years since the strategy of overall urban and rural development was first put forward. During this period, the institutional framework of urban-rural economic integration was initially formed, accelerating industrialization and urbanization, in order to solve the problem of rural population transfer and increase employment. Raising residents' income has played a great role, but there is also a huge risk of rural and farmers being plundered for the second time in accelerating urbanization. As the basic administrative unit of our country, county economy as a regional economic form, has some characteristics of the combination of urban and rural areas, and undertakes more exploration responsibilities in the construction of urban-rural integration. Taking Yuxian as an example, this paper collected and sorted out the information on the development of Yuxian, such as nature, economy, society, reform, social security, etc., and analyzed and discussed the related problems and reform measures of the overall planning of urban and rural development. Summing up its experience and lessons in urban and rural development, I hope to get some inspiration to jointly promote urban and rural planning.
