寿光市农村土地流转现状及影响因素研究

【摘要】：土地是农民赖以生存的资源,我国自家庭联产承包制之后,农民就拥有了土地的使用权,农民的工作积极性有了很大的提升,同时对我国农业的发展具有重要的推动。但是目前该制度在运行过程中的不足和缺点逐渐凸显出来,而且已经满足不了目前农业生产发展的需要,农业规模化发展将会成为我国农业发展的必然趋势。为了有效实现农业的规模化发展,而又不损害我国农民的利益,就需要在对土地制度进行改革的过程中提出新的土地制度,农村土地流转制度能够有效的解决上述土地改革过程中存在的问题,并且能够有效的促进我国农业的快速发展。本论文研究过程中通过文献调研法、理论结合实践、定性和定量分析法对本课题研究内容进行深入分析和研究。通过对国内外的土地流转现状和研究结果的分析,结合目前的相关理论,对寿光市土地流转现状进行实地调查和了解,找出该地区在土地流转过程中存在的问题,深入分析问题产生的原因及影响因素,针对存在的问题提出合理有效的解决措施,为后期政策方案的制定和实施提供依据。目前该地区的土地流转制度存在的问题主要有:土地流转期限偏短、土地流转中的行政干预过度、土地流转中的市场机制不健全、土地流转不能满足农民意愿、缺乏有效地土地流转监管制度等;通过对上述问题的分析,提出合理的解决措施,主要有:改革土地产权制度、采用合理有效的手段转变政府职能、构建土地流转平台、建立健全社保体系、加强和完善土地用途监督和管理制度等。
[Abstract]:Land is the resource that farmers rely on for survival. After the household contract system, the farmers have the right to use the land. The enthusiasm of the farmers has been greatly promoted, and it has an important promotion to the development of our agriculture. However, the shortcomings and shortcomings of the system have been gradually highlighted and have already been developed. The development of agricultural scale will be the inevitable trend of agricultural development in our country. In order to realize the large-scale development of agriculture and not harm the interests of the peasants in our country, it is necessary to bring up a new land system in the process of reform of the land system, and the system of rural land circulation can be carried out. It can effectively solve the problems existing in the process of land reform, and can effectively promote the rapid development of agriculture in our country. In this paper, the research contents of this subject are analyzed and studied through literature research, theory combined with practice, qualitative and quantitative analysis method. The analysis of the results, combined with the current relevant theories, to investigate and understand the current situation of the land transfer in Shouguang City, find out the problems in the process of the land circulation, analyze the causes and influencing factors of the problem, and put forward reasonable and effective measures to solve the problems in order to formulate the policy plan for the later period. The existing problems of the land transfer system in the region are as follows: the short term of land circulation, the excessive administrative intervention in the land circulation, the imperfect market mechanism in the land circulation, the failure of the land circulation to meet the farmers' will, the lack of effective land transfer supervision system, and so on. The reasonable measures are as follows: the reform of land property rights system, the use of reasonable and effective means to transform the government functions, the construction of land circulation platform, the establishment of a sound social security system, and the strengthening and improvement of the supervision and management system of land use.
