山西省运城市残疾人就业问题研究

【摘要】:改革开放近四十年来,随着我国现代化进程的深入推进,社会保障体系建设不断完善,残疾人作为社会群体中最为弱势的一部分,需要多方力量对其进行支持和扶助。统计数据显示,目前我国共有8296万残疾人,这一特殊群体不仅数量大,而且由于自身的缺陷难以维持自身的生存与发展。近年来,我国残疾人事业发展迅速,国家通过各项制度和政策协调各职能部门有序开展残疾人在教育、医疗、就业等领域的保障工作,但是由于残疾人自身的原因和社会范围内依然存在对残疾人的不公正待遇,有关残疾人的各项工作还存在着诸多问题,突出表现在残疾人就业上有就业率偏低,年龄结构失衡,职业层次较低,就业的结构和模式单一,就业政策支持和执行力弱等,这些问题亟需大量的工作予以解决。笔者通过调研走访获得了大量详实的第一手资料,根据对这些真实情况的分析探讨,以运城市残疾人就业各方面的准确数据作为基础,对资料进行归类整理,从社会保障的视角总结了运城市在残疾人就业上的矛盾和问题,并提出了相应的对策建议。本论文采用的研究方法主要有文献法,调研法,访谈法等,整体内容除引言外共分为六个部分,引言介绍了选题的意义及对本文涉及的理论文献进行了梳理;第一部分主要介绍运城市残疾人和运城市残联的基本概况;第二部分分析了现阶段运城市残疾人就业的现状;第三部分是运城市残疾人就业培训的基本概况;第四部分对运城市残疾人就业保障金政策进行了分析;第五部分介绍了运城市残疾人岗位开发与就业安置概况;第六部分针对残疾人就业安置问题提出了政策建议。通过完善各项法律法规,加大执法力度和政策落实力度,完善残疾人社会保障体系,营造良好的社会氛围,从而支持和推动我国残疾人事业的发展。
[Abstract]:Since the reform and opening up in the past forty years, with the deepening of the modernization process in China, the construction of social security system has been continuously improved. The disabled, as the most vulnerable part of the social group, need to be supported and assisted by various forces. Statistics show that there are 82.96 million disabled people in our country at present. This special group is not only a large number, but also difficult to maintain its own survival and development due to its own defects. In recent years, the cause of disabled people in China has developed rapidly. Through various systems and policies, the state has coordinated various functional departments to carry out orderly the work of ensuring the disabled in the fields of education, medical treatment, employment, etc. However, due to the reasons of the disabled themselves and the unfair treatment of the disabled within the social scope, there are still many problems in all aspects of the work concerning the disabled, which are highlighted in the low employment rate of the disabled and the imbalance in the age structure. These problems need a lot of work to solve, such as the low level of occupation, the single structure and mode of employment, the weak support and execution of employment policy, and so on. The author obtained a large number of detailed first-hand information through investigation and visit, according to the analysis of these real conditions, based on the accurate data of employment of disabled people in Yuncheng City, the data were classified and sorted. This paper summarizes the contradictions and problems in the employment of disabled people in Yuncheng from the perspective of social security, and puts forward corresponding countermeasures and suggestions. The research methods used in this paper are mainly literature method, investigation method, interview method, etc. The whole content is divided into six parts except the introduction. The introduction introduces the significance of the topic and combs the theoretical literature involved in this paper. The first part mainly introduces the basic situation of Yuncheng disabled people and Yuncheng disabled Persons Federation; the second part analyzes the present situation of Yuncheng disabled people's employment; the third part is the basic situation of Yuncheng disabled people's employment training; The fourth part analyzes the employment security policy of the disabled in Yuncheng City; the fifth part introduces the development and employment placement of disabled persons in Yuncheng City; the sixth part puts forward policy recommendations for the employment and placement of disabled people. Through perfecting various laws and regulations, strengthening law enforcement and policy implementation, perfecting the social security system for the disabled and creating a good social atmosphere, we can support and promote the development of the cause of the disabled in our country.
