新型城镇化下哈西地区失地农民安置规划策略研究

【摘要】：在城镇化高速发展的背景下,城市规模不断扩大,土地征用面积不断增加,失地农民数量与日俱增。根据我国长久以来的城镇化发展现状以及未来的城镇化发展趋势,2014年我国正式提出新型城镇化发展战略,并发布了《国家新型城镇化规划(2014-2020年)》(以下简称“规划”)这一战略性文件。在新型城镇化发展策略下,失地农民安置受到了广泛的重视。采取何种安置模式,如何对失地农民进行以人为本的安置规划,是亟需探索和研究的问题。失地农民就业能力差、没有全面的社会保障,失去土地进入城市生活,因其自身特点往往被边缘化,造成很多社会问题。新型城镇化发展中一个重要的课题就是在“农民进城”的过程中,不仅让其享有城市居民的生活条件、生存能力,更重要的是令其思想、意识和生活方式“城镇化”,在这个从单一注重物质空间到注重物质空间与精神思想两方面的转变中,所采取的农民安置模式直接影响新型城镇化目标的达成与否。回迁安置小区是失地农民“城镇化”的空间载体,本文在城乡规划学科的视角下对失地农民回迁安置小区的现状进行调研,从物质空间和精神需求两个方面对安置区规划进行探讨,为失地农民城镇化,以及失地农民可持续发展问题的研究提供参考。论文对新型城镇化及失地农民安置方面的相关内容做了基础研究,总结了新型城镇化对失地农民安置的新要求,通过典型案例分析,总结我国现行的失地农民安置模式。选取哈尔滨哈西地区的阳光家园和红星城安置小区进行调研,了解回迁农民的基本生活情况、户籍制度、城镇基本公共服务、人居环境、生活方式等方面的情况,分析失地农民的安置现状及存在问题,并探讨哈西地区失地农民安置的影响因素,为新型城镇化下失地农民安置规划策略及实施策略的提出提供依据。确立哈西地区失地农民安置的目标,以全面性与复合性、公平性与共享性、包容性与可持续性、文化传承性与城市适应性为原则,在新型城镇化的背景下提出哈西地区失地农民安置的规划策略和实施策略。
[Abstract]:Under the background of the rapid development of urbanization, the scale of cities is expanding, the area of land requisition is increasing, and the number of land-lost farmers is increasing day by day. According to the status quo of urbanization and the trend of urbanization in the future, China formally put forward a new urbanization development strategy in 2014. And released the National New urbanization Plan (2014-2020) (hereinafter referred to as the "Plan") this strategic document. Under the new urbanization development strategy, the landless farmer resettlement has received the widespread attention. What kind of resettlement mode should be adopted and how to carry out people-oriented resettlement planning for landless farmers is an urgent problem to be explored and studied. The poor employability of landless farmers, the lack of comprehensive social security, the loss of land into urban life, because of their own characteristics are often marginalized, resulting in a lot of social problems. An important subject in the development of new-type urbanization is that in the process of "peasants entering the city", they not only enjoy the living conditions and living ability of urban residents, but also "urbanization" in their thoughts, consciousness and way of life. In the transformation from a single focus on material space to a focus on material space and spiritual thinking, the mode of farmers' resettlement directly affects the achievement of the new urbanization goal. The relocation and resettlement community is the spatial carrier of the "urbanization" of the land-lost farmers. This paper investigates the present situation of the land-lost peasants' relocation and resettlement community from the perspective of urban and rural planning. This paper probes into the planning of the resettlement area from two aspects of material space and spiritual demand, which provides a reference for the study of the urbanization of land-lost farmers and the sustainable development of land-lost farmers. This paper makes basic research on the new urbanization and landless farmers' resettlement, summarizes the new requirements of the new urbanization to the land-lost peasants' resettlement, and summarizes the current landless peasants' resettlement mode through the analysis of typical cases. In order to find out the basic living conditions of returning peasants, the household registration system, the basic urban public services, the living environment, the way of life, and so on, we selected the Sunshine Home and the Hongxing City Resettlement District in Harbin Haxi to investigate and investigate the basic living conditions of the returning peasants. This paper analyzes the present situation and existing problems of the resettlement of land-lost farmers, and probes into the influencing factors of the resettlement of land-lost peasants in Haxi region, which provides the basis for the planning and implementation of the resettlement strategies of land-lost peasants under the new urbanization. To establish the goal of the resettlement of land-lost peasants in Haxi region, the principles are comprehensiveness and compounding, fairness and sharing, inclusiveness and sustainability, cultural inheritance and urban adaptability. Under the background of new urbanization, this paper puts forward the planning strategy and implementation strategy for the resettlement of land-lost farmers in Haxi region.
