温州市泰顺县家庭农场发展研究

【摘要】：十八大报告提出,“发展多种形式规模经营,构建集约化、专业化、组织化、社会化相结合的新型农业经营体系”。这为我国传统农业向现代农业的转变指明了方向,意义重大,影响深远。温州位于我国东部,作为国内经济较为发达的地级市,其农业经济发展具有东部特色。泰顺县作为温州的主要农业县之一,发挥山区生态优势,在大力发展生态农业的同时,促进新型农业经营主体的发展。据官方统计,截至2015年初,泰顺县拥有60多家农业类企业,300多家家庭农场,农民专业合作社近2000家。但是,泰顺县新型农业经营主体特别是作为新型农业经营主体的代表——家庭农场的发展仍然存在着一些问题,例如土地资源日益稀缺,承租关系不稳定;前期资本投入较大,后期融资补充不足;组织能力有待加强,产业布局缺少规划等。为此,本硕士论文重点以家庭农场为研究对象,鉴于理论疏理和文献分析的基础上,通过对泰顺县新型农业经营主体中家庭农场发展的现状、存在问题及其原因进行分析,并提出了相应政策建议,即完善土地流转机制,提高土地流转效率;建立健全农村社会保障体系,解除农民的后顾之忧;加大财政金融支持,解决农场融资难题;多方加强技术指导,提高从业人员素质;健全公共服务体系,明确产业发展方向;整合扶持资源合力,打造典型示范名片等。
[Abstract]:The report of the 18th National Congress of the Communist Party of China (CPC) puts forward that "developing various forms of scale management and constructing a new agricultural management system combining intensification, specialization, organization and socialization". This points out the direction for the transformation from traditional agriculture to modern agriculture, which is of great significance and far-reaching influence. Wenzhou is located in the east of China. As a prefecture-level city with more developed domestic economy, Wenzhou's agricultural economic development has the characteristics of the east. As one of the main agricultural counties in Wenzhou, Taishun County gives full play to the ecological advantages of mountain areas and promotes the development of new agricultural management subjects while vigorously developing ecological agriculture. According to official statistics, by the beginning of 2015, Taishun County had more than 60 agricultural enterprises, more than 300 family farms and nearly 2000 farmers' professional cooperatives. However, there are still some problems in the development of family farms, especially as the representative of new agricultural management subjects in Taishun County, such as the increasing scarcity of land resources and the instability of rent-bearing relationship; the large capital investment in the early stage, the shortage of financing in the later stage, the lack of organizational capacity, the lack of planning of industrial layout, and so on. Therefore, this master's thesis focuses on family farms as the research object, in view of the theoretical dredging and literature analysis, through the analysis of the current situation, existing problems and causes of the development of family farms in the new agricultural management body of Taishun County, and puts forward the corresponding policy suggestions, that is, to improve the land circulation mechanism, improve the efficiency of land transfer, establish and improve the rural social security system, relieve farmers of their worries. Increase financial support, solve the difficult problems of farm financing; strengthen technical guidance to improve the quality of employees; improve the public service system, clear the direction of industrial development; integrate and support the joint force of resources to create typical demonstration business cards, and so on.
