俄罗斯在乌克兰冲突中的危机决策研究

【摘要】：俄罗斯以"超级总统制"为特点的权力架构决定了总统在国际危机决策中居于核心地位,而相对完备的法律制度系统、高效全面的情报信息系统和专业管用的智力支持系统是俄国际危机决策的有效保障。因而,俄罗斯的危机决策机制具有集权、高效、国家最高领导人作用突出、运行过程相对隐秘等显著特点。俄罗斯在应对乌克兰冲突等国际危机方面之所以能够取得良好效果,在很大程度上得益于其在处置国际危机过程中决策机制的高效运行。剖析俄罗斯在乌克兰冲突中的危机决策,对于深入研究俄罗斯的对外政策及外交活动具有一定的理论和现实意义,对我国在处置相关国际问题方面也可以提供一定借鉴。
[Abstract]:Russia to "super presidential system" for the characteristics of the power structure determines the president at the core of international crisis decision-making, and relatively complete legal system, efficient and comprehensive information system and professional work intelligence support system is Russia's international crisis decision making effective protection. Therefore, Russia has centralized crisis decision-making mechanism the top leaders of the country, high efficiency, outstanding effect, operation process is relatively hidden and other notable features. Russia in response to the conflict in Ukraine and other international crisis is able to obtain good results, efficient operation in large part due to the disposal of the international crisis in the process of decision-making mechanism. Analysis of crisis decision making in Russia in the Ukraine conflict, has a certain the theoretical and practical significance for in-depth study of Russian foreign policy and diplomatic activities, in the disposal of related problems in China International Square The surface can also provide some reference.
