女性主义国家安全观评析

【摘要】： 随着全球化进程的加快,国际关系的整体性与国家安全的相关性提升,安全问题被置于理论研究的重要位置。但是传统国际政治安全理论中缺失女性安全的部分,未将女性的知识和经验纳入安全理论的研究范围,使女性仍处于不安全的地位。本文选择以女性主义的新视角,一方面陈述了女性在传统国家安全理论中的边缘地位以及所面临的各种现实威胁。另一方面,从女性主义视角出发构筑女性主义国家安全观,将女性元素注入到国家安全理论中。全文分为五个部分,具体如下: 第一部分:本文从女性主义的视角出发,将女性主义与安全结合起来研究国家安全理论。此部分对女性主义作了一个基本概述,说明女性主义与女权主义的关系。分析了女性主义者对女性主义的认识以及女性主义理论中现存的主要流派,概述了作为分析范畴的“社会性别”在女性主义理论研究中的重要性。第二部分:女性主义对传统国家安全观的批评,通过分析安全与国家安全的内涵,说明了安全问题一直以来都是国际政治理论研究的重点,尤其是国家安全的问题。传统国家安全理论将研究的重点放在政治、军事、外交等领域,并在研究过程中主要以男性的知识和经验为主,无视女性经验以及社会性别因素对国家安全的影响,将女性完全排除在国家安全理论研究之外。针对这样的现实状况,女性主义者从四个方面论证了传统国家安全观中存在的理论缺陷。第三部分:本部分作为文章的重点,包括两个层面:第一个层面是女性主义安全观的初步探索,主要介绍各国女性主义者对传统国家安全理论的认知状况,以及早期各地妇女组织为女性安全开展各种形式的斗争。第二个层面是女性主义国家安全观的主要内容,主要论述了女性主义对现代国家安全观的原则立场、女性主义国家安全观的基本主张和女性主义国家安全观的新发展。从性别意识、经济领域和政治领域分析女性主义国家安全观的原则立场,分析女性主义者看待国家安全观的出发点;在基本主张方面从女性主义视角出发,研究妇女如何看待战争和平论、外交决策、文化领域以及环境方面的问题;并提出人类安全作为非传统安全的重要部分受到普遍关注,在研究人类安全的基础上提出了妇女人类安全的概念,人类安全为在国际政治框架下分析妇女的安全问题提供理论空间。第四部分:女性主义国家安全观的评价,主要从女性主义国家安全观的研究内容、从女性视角分析女性主义国家安全观对建构国际政治理论的指导作用出发,肯定了女性主义国家安全观在国际政治理论中的积极作用,并且提出了女性主义国家安全观的发展前景;另一方面提出此理论自身所面临诸多的现实问题仍需完善。第五部分:结论,女性主义国家安全观的研究仍处于初步的探索阶段,在实践的过程中,可以作为探究女性在国家安全中地位的理论依据,但是能否从真正意义上解决女性在国际政治领域中遭遇的各种形式的不安全,仍需要经历漫长的过程。
[Abstract]:With the acceleration of globalization, the integrity of international relations and the relevance of national security have increased, and security issues have been placed in an important position in theoretical research. However, the traditional international political security theory lacks the safety of women, and does not incorporate the knowledge and experience of women into the research scope of the safety theory, making women still unsafe. On the one hand, this paper states the marginalization of women in the traditional national security theory and various realistic threats, on the one hand. On the other hand, the feminist view of national security is constructed from the feminist perspective and the female elements are injected into the national security theory. The full text is divided into five parts. The following is as follows:
The first part: This article, from the perspective of feminism, combines feminism and security to study the theory of national security. This part gives a basic overview of feminism, illustrates the relationship between feminism and feminism, analyses the recognition of feminism and the main genres in the feminist theory. The importance of "gender" as an analytical category in feminist theoretical research is outlined.
The second part: the feminist criticism of the traditional national security view, through the analysis of the connotation of security and national security, shows that the security problem has always been the focus of the international political theory, especially the national security. The traditional national security theory puts the emphasis on the fields of politics, military and diplomacy, and has been studied. In the course, mainly with male knowledge and experience, ignoring the influence of female experience and social gender factors on national security, women are completely excluded from the study of national security theory. In view of the actual situation, the feminists have demonstrated the theoretical defects in the traditional national security concept from four aspects.
The third part: this part is the focus of the article, including two aspects: the first level is the preliminary exploration of the feminist view of security. It mainly introduces the cognitive status of the feminists to the traditional national security theory, and the early women's organizations in various forms of struggle for women's security. The second level is feminism. The main contents of the national security view mainly discuss the principle position of feminism to the modern national security view, the basic proposition of the feminist national security view and the new development of the feminist national security view. It analyzes the principle position of the feminist national security view from the gender consciousness, the economic field and the political field, and analyses the feminists' view. Starting from the point of view of national security, from the perspective of feminism, the paper studies how women view the war peace theory, diplomatic decision-making, cultural field and environmental issues, and puts forward that human security is an important part of non-traditional security, and puts forward women on the basis of the study of human security. The concept of human security, human security provides theoretical space for the analysis of women's security under the framework of international politics.
The fourth part: the evaluation of the feminist national security view, mainly from the research content of the feminist national security view, from the female perspective, analyzes the guiding role of the feminist national security view on the construction of the international political theory, affirms the positive role of the feminist national security concept in the international political theory, and puts forward the female owners. The prospects for the development of the concept of national security, on the other hand, put forward that many realistic problems faced by this theory still need to be improved.
The fifth part: the conclusion, the study of the feminist national security concept is still in the preliminary exploration stage. In the process of practice, it can be used as the theoretical basis to explore the status of women in national security. But it still needs a long time to solve the various forms of insecurity that women have encountered in the field of international politics in a real sense. Process.
