欧盟企业创新调查与数据开发的经验和启示

【摘要】：欧盟企业创新调查是迄今影响最为广泛的创新调查,为欧盟宏观战略和微观政策制定提供支持。该调查已形成规范的指导原则、抽样与调查方法、质量控制、数据发布和微观数据开发体系,但在调查和数据使用过程中也面临各种问题。全面认识其优势和不足,将有助于中国企业创新调查制度的建立。
[Abstract]:The EU Enterprise Innovation Survey (EIS) is the most influential innovation survey to date and provides support for EU macro strategy and micro policy making. The survey has formed a standard guiding principle, sampling and survey methods, quality control, data release and micro data development system, but also faces various problems in the process of investigation and data use. A comprehensive understanding of its advantages and disadvantages will contribute to the establishment of the innovation investigation system of Chinese enterprises.
