新疆农村公共文化服务体系建设研究

【摘要】：当前,随着新疆经济社会的发展,群众对于文化的需求日益增长,在国家政策的大力倡导和支持下,文化事业和文化产业的大发展在一定程度上满足了群众日益增长的文化需求。然而,由于我国根深蒂固的城乡二元结构,相比城市,公共文化服务体系建设在农村也相对落后,特别在新疆的农村地区,公共文化的阳光虽然已经普照到这里,但还不够“温暖”。公共文化服务体系是提供公共文化的系统工程,它的完善无疑对于推动农村公共文化服务上一个新台阶,让农村公共文化的阳光更加“温暖”有着积极的作用。新疆的公共文化有别于国内其他地区,有其自身的特点,多元文化交融、分裂势力的侵入、区域发展不平衡等。这些特点决定了新疆农村公共文化服务体系建设有别于国内其他地区。本论文从分析公共文化需求出发了解目前公共文化服务体系提供的满意水平,分析目前公共文化服务体系建设中存在的问题及其原因,提出对策建议。经过调研、访谈,分析,笔者得到的主要观点和结论有:1、从需求来看,看电视、听广播仍是农村居民最喜闻乐见的娱乐方式。政府普及电视、广播的工程满足了农村居民的这一需求。农家书屋图书种类少,经常无人值班,借阅不方便,农村居民不愿意去农家书屋借阅图书等。农村居民对农村公共文化活动满意者达到60%。未来,上网、旅游、讲座等文化活动将是农村居民文化活动的潮流。2、农村公共文化硬件设施初步具备,但缺乏软件。建设经费不足,多数依赖政府拨款。文化骨干人才缺乏,无法胜任农村看似单一,实则繁杂的文化工作。活动内容缺乏、单调,创新力度不足。文化市场发展滞后,开拓阻力大。3、从基础设施、生产供给、资金保障、人才保障、评估监督、政策法规等六大构成要素提出建议对策。首先,完善公共文化基础设施的建设,保障其建设力度、实现设施共享、打造设施特色。其次,保障公共文化服务体系资金投入力度,建立保障机制,开拓多元投入渠道。之后,完善农村公共文化服务主体和服务方式,明确群众主体地位,创新产品及服务的内容和方式,整合资源,完善农村公共文化服务。然后,加强农村公共文化服务队伍建设,坚定思想和作风建设,完善人才队伍建设,充分调动社会志愿力量,加强城乡人才的合理流动。再次,推动农村公共文化体制、机制改革,强化政府对农村公共文化服务体系的绩效评估,加强对人员的考核、问责、监督机制。最后加强农村公共文化政策法规的建设,完善、健全、落实相关政策法规,保障新疆农村公共文化服务体系的良好发展。

This dissertation analyses the public culture needs to understand the satisfaction level of the public cultural service system, analyzes the existing public cultural service system construction problems and the reasons put forward the countermeasures and suggestions. Through investigation, interview and analysis, the main points and conclusions are: 1, watching TV, listening from the perspective of demand, rural residents is still the most popular radio and television broadcasting. Secondly, public security cultural service system of capital investment, the establishment of security mechanism, develop diversified investment channels.
