江苏省区域基本公共文化服务均等化问题研究

【摘要】：基本公共文化服务均等化的实现是完善我国当前公共文化服务体系的重要内容之一，同时是构建服务型政府的重要举措之一，另外也是满足公民基本文化需求的重要手段之一。目前中国区域基本公共文化服务差距较大，各种非均等化现状显著，直接影响着我国经济、文化、政治、社会、生态文明建设的统筹发展。就目前有关公共文化服务均等化问题的研究而言，尚不成熟，缺乏概念的清晰界定和实证分析环节，明显具有轻落实重口号的研究逻辑；就当前中国的文化发展而言，基本公共文化服务均等化的发展之路是在面临区域或单项各种非均等化现状基础之上有序推进的，明显具有着中国特色的发展逻辑。本文拟依照此逻辑，采用理论联系实际、定性定量分析相结合运用数理统计分析的方法，，通过透析江苏省省内区域基本公共文化服务均等化发展现状的基础上，结合国内外典型实践经验，对基本公共文化服务的政府投入水平、基础资源配置水平、居民消费文化产品或服务水平等方面问题进行定量分析探讨，具体如下：（1）界定基本公共文化服务均等化问题的相关概念，并阐释与之相关的重要问题。（2）基本公共文化服务均等化基本理论框架的构建及国内外典型实践的经验对比，将基本公共文化服务均等化的理论与实践相结合。（3）选取江苏省苏南、苏中、苏北三大区域为主要研究空间单元，以推进江苏省公共文化均等化发展为主要研究目的，分别运用以GDP为权重和以人口为权重的泰尔指数来测算江苏省省内三大区域基本公共文化服务的均等化差异水平，并进行区域非均等化现状的原因剖析，同时探讨依托财政转移支付和依托人口流动两大路径所面临的挑战和契机。（4）结合各种非均等化现状探究江苏省区域基本公共文化服务均等化发展之道，提出作为实践包容性公民文化权利的公民基本公共文化服务体系、基本公共文化服务资源供给模式、公民文化需求话语机制以及公共财政投入结构等平台必须做到不偏不倚地为每一个公民提供均等化的公共文化产品和服务。
[Abstract]:The realization of equalization of basic public cultural services is one of the important contents of perfecting the current public cultural service system of our country, one of the important measures to construct service-oriented government, and also one of the important means to meet the basic cultural needs of citizens. At present, the gap of regional basic public cultural services in China is large, and the status quo of various non-equalization is remarkable, which directly affects the overall development of the construction of economic, cultural, political, social and ecological civilization in China. As far as the current research on equalization of public cultural services is concerned, it is still immature, lacking a clear definition of the concept and the link of empirical analysis, which obviously has the research logic of paying less attention to the implementation of slogans; as far as the current cultural development in China is concerned, The development of equalization of basic public cultural services is promoted in an orderly manner on the basis of the status quo of regional or individual non-equalization, which obviously has the logic of development with Chinese characteristics. According to this logic, this paper adopts the combination of theory with practice, qualitative and quantitative analysis and mathematical statistical analysis, on the basis of analyzing the development situation of equalization of regional basic public cultural services in Jiangsu Province. Combined with the typical practical experience at home and abroad, this paper makes a quantitative analysis on the government input level, basic resource allocation level and the consumption cultural products or service level of the residents. The details are as follows: 1) defining the related concepts of equalization of basic public cultural services and explaining the related important issues. 2) the construction of the basic theoretical framework of equalization of basic public cultural services and the comparison of experience of typical practices at home and abroad, combining the theory of equalization of basic public cultural services with practice. In order to promote the equalization of public culture in Jiangsu Province, the three regions of Jiangsu Province are selected as the main research space units, and the main purpose of the research is to promote the equalization of public culture in Jiangsu Province. Using the GDP as the weight and the population as the weight, the paper calculates the level of the equalization difference of the basic public cultural services in the three major regions of Jiangsu Province, and analyzes the reasons for the status quo of regional non-equalization. At the same time, the paper discusses the challenges and opportunities of relying on financial transfer payment and relying on population mobility. (4) to explore the development of equalization of regional basic public cultural services in Jiangsu Province, and put forward the basic public cultural service system as a practice of inclusive citizens' cultural rights. The supply mode of basic public cultural service resources, the discourse mechanism of citizens' cultural needs and the structure of public financial input must provide every citizen with equal public cultural products and services impartially.
