基于国际竞争背景的中国极地文化建设战略研究

【摘要】:近年来,随着全球气候变暖,冰层融化,原本宁静的南北极被人类的需求打扰,其蕴含的巨大能源资源、航道优势等被充分发掘出来,其战略意义愈发凸显。更为重要的问题是,各类资源价值如此突出的南北极地区目前仍属于国际公地,这为世界各国在两极的主权争执留下了余地。为此,一些国家纷纷展开行动对两极地区提出主权权益,并制定两极相关政策,加强科考或军事存在,甚至实施两极战略,使得两极开发竞争态势愈演愈烈。从国际角度而言,各国之间在两极地区的竞争,不仅包括海洋科技实力、海洋经济实力、海防军事实力等“硬实力”方面的竞争,也包括民族精神、海洋文化、国际形象等“软实力”方面的竞争,尤其是文化在两极竞争中的地位和作用愈加显著。文化及其形成的强大“文化力”是各国两极竞争实力的重要组成部分。基于世界各国积极开发利用两极、竞争日趋激烈的时代背景,中国若要在两极地区赢得一席之地,进行极地文化建设不仅是需要全面深入探索、研究的学术问题,更是亟待付诸行动、有所作为的实践关键。为此,本文立足于两极国际竞争背景,在整合梳理两极极地文化内涵和可发挥功能的基础上,总结并借鉴世界各国在极地文化建设及应用方面的现状和经验,通过对各方面优劣环境进行系统分析,综合运用战略管理等相关理论与方法,制定了中国极地文化发展的战略目标,并提出了具有理论意义与实际价值的战略执行方案及相关保障措施。研究发现,对我国现阶段而言,极地文化的建设需要一个过程,为保证极地文化的稳固建设与长远发展,要分阶段有步骤的建设发展极地文化。极地文化的建设重点应集中在建设独立自主、具有中国特色的极地文化以及以人为本、体现人文价值的极地文化两个方面。应注重从政策、社会、物质三个层面,特别是在经济在文化建设中所起的作用方面采取保障措施以保证极地文化战略的顺利实施。
[Abstract]:In recent years, with the global warming, ice melt, the original quiet Arctic and South Pole is disturbed by human needs, its huge energy resources, waterway advantages have been fully explored, its strategic significance is becoming more and more prominent. What is more important is that the Arctic and South Poles, where the value of all kinds of resources are so prominent, are still international Commons, leaving room for the world's sovereignty disputes at the two poles. For this reason, some countries have launched actions to put forward sovereign rights and interests to the bipolar regions, formulated polarity related policies, strengthened scientific research or military presence, and even implemented the bipolar strategy, which makes the situation of bipolar development competition more and more intense. From the international point of view, the competition between countries in the polar regions includes not only the strength of marine science and technology, the strength of marine economy, the military strength of coastal defense, and so on "hard power", but also the competition of national spirit, marine culture, etc. International image and other "soft power" competition, especially the position and role of culture in the bipolar competition is becoming more and more prominent. Culture and its formation of a strong "cultural force" is an important part of the bipolar competitive strength of countries. Based on the background of the world countries' active development and utilization of the two poles and the increasingly fierce competition, if China is to win a place in the bipolar region, the construction of polar culture is not only an academic issue that needs to be thoroughly explored and studied. It is urgent to put into action, some practical key to do something. Therefore, based on the background of bipolar international competition, this paper summarizes and draws lessons from the present situation and experience of polar culture construction and application in the world on the basis of integrating and combing the connotation and function of polar culture. Based on the systematic analysis of all aspects of the environment and the comprehensive use of relevant theories and methods such as strategic management, the strategic goals for the development of Chinese polar culture are formulated. At the same time, the paper puts forward the strategic implementation plan with theoretical significance and practical value and the relevant safeguard measures. It is found that the construction of polar culture needs a process for the present stage of our country. In order to ensure the stable construction and long-term development of polar culture, the construction and development of polar culture should be carried out step by step. The construction of polar culture should focus on the construction of independent polar culture with Chinese characteristics and polar culture which is people-oriented and embodies the value of humanity. In order to ensure the smooth implementation of the polar culture strategy, we should pay attention to the three aspects of policy, society and material, especially in the role of economy in the cultural construction.
