新中国少数民族文化政策的演进研究

【摘要】：中国是由许多民族共同组成的多民族国家,各民族都拥有自己风格迥异的民族文化。特别是新中国成立以后,各少数民族的文化事业得到了党和国家的高度重视,为保护民族文化的多样性,满足各民族地区和人民的精神文化需求,提高各民族社会经济发展水平,保护、传承和弘扬民族文化,党和国家出台了许多少数民族文化建设政策。这些文化政策随着历史的发展也在变化中,有力的促进了民族地区经济、政治、文化、社会发展。但同时,我们也应该看到,新中国少数民族文化政策还存在一些与当前少数民族文化保护发展和人民群众的文化需求不相适应的地方,而理论创新不足、体系结构不完善、相关机制不健全等方面是主要原因,因此,在加强理论创新、完善体系结构、健全相关机制等方面还需要进一步完善和创新。本文采用文献研究、系统分析等方法,对新中国成立以来的少数民族文化政策进行研究。绪论部分主要从历史和现实两方面论述选题的背景和意义,并归纳梳理了国内外关于少数民族文化政策的相关研究现状;第一章,主要从含义、特征、分类等方面对少数民族文化进行阐述,同时,对新中国少数民族文化政策的内涵、特点和坚持的原则进行系统分析;第二章,主要采用历史划分阶段对我国少数民族文化政策演进的过程进行了全面梳理;第三章,通过演进过程的梳理,进一步提炼出我国少数民族文化政策演进的规律;第四章,系统分析了当前我国少数民族文化政策的现状,指出当前我国少数民族文化政策存在的问题,并分析其原因,结合演进规律和问题原因,对进一步完善我国少数民族文化政策的路径提出个人思考。以期达到完善、创新少数民族文化政策,对进一步保护和弘扬我国优秀传统文化,维护民族文化的多样性,提高国家文化软实力,全面建设小康社会具有重要现实意义。
[Abstract]:China is a multi-national country made up of many nationalities. Each nation has its own national culture with different styles. In particular, since the founding of New China, the cultural undertakings of all ethnic minorities have received great attention from the Party and the state. In order to protect the diversity of national cultures and to meet the spiritual and cultural needs of all ethnic regions and people, To improve the level of social and economic development, to protect, inherit and carry forward the national culture, the Party and the state have issued many policies for the cultural construction of ethnic minorities. With the development of history, these cultural policies have promoted the economic, political, cultural and social development of ethnic regions. But at the same time, we should also see that there are still some places in the new Chinese minority culture policy that are not suitable for the current cultural protection and development of ethnic minorities and the cultural needs of the people, and that theoretical innovation is insufficient and the system structure is not perfect. The main reason is that the related mechanism is not perfect. Therefore, it is necessary to further improve and innovate in strengthening the theoretical innovation, perfecting the system structure and perfecting the related mechanism. By means of literature research and systematic analysis, this paper studies the cultural policies of ethnic minorities since the founding of New China. The introduction part mainly discusses the background and significance of the topic from the historical and realistic aspects, and summarizes and combs the domestic and foreign related research status of the minority culture policy; The first chapter, mainly from the meaning, characteristics, classification and other aspects of ethnic minority culture to elaborate, at the same time, the new Chinese minority culture policy connotation, characteristics and adhere to the principles of a systematic analysis; In the second chapter, the author makes a comprehensive analysis of the process of the evolution of the cultural policy of the minority nationality in China by the historical division stage, and further refines the law of the evolution of the cultural policy of the minority nationality in our country through the combing of the evolution process. The fourth chapter systematically analyzes the current situation of our national minority cultural policy, points out the problems existing in the current national minority cultural policy, and analyzes the reasons, combined with the law of evolution and the causes of the problems. To further improve our national minority culture policy path put forward personal thinking. It is of great practical significance to further protect and carry forward the excellent traditional culture of our country, maintain the diversity of national culture, improve the soft power of national culture, and build a well-off society in an all-round way.
