欠发达地区文化建设中存在的问题和对策研究

【摘要】：新中国成立至今，，我国的文化建设一直没有停止过脚步。随着党的十八大报告提出“扎实推进社会主义文化强国建设”这一新的要求，文化建设的重要性得到进一步提升，成为我国全面建设小康社会的重要组成部分。加强欠发达地区文化建设是实现社会主义文化强国目标的“必修课”，是一项浩大的惠民工程建设。通过欠发达地区文化建设，有助于推动欠发达地区经济发展；有助于改善欠发达地区落后的生产和生活方式；有助于坚定地走中国特色社会主义文化的发展道路；有助于净化欠发达地区的社会风气；有助于提高欠发达地区人民的幸福感；有助于欠发达地区的长治久安。欠发达地区文化建设是一个高度概括的概念，本文立足于我国中、西部地区文化发展不平衡的现状，采用文献综述法，定量数字分析法和总结归纳法，对我国欠发达地区文化建设进行研究，总结出我国在欠发达地区文化建设中取得的成就以及产生的问题。我们需要加强欠发达地区文化建设，就是要解决眼前所面临的问题。通过对问题进行深入的分析，得出问题产生的客观原因和主观原因，进而提出了针对欠发达地区文化建设的具体对策。加大资金投入，完善欠发达地区文化基础设施建设；充分发挥政府在欠发达地区文化建设中的职能作用；深化欠发达地区文化体制改革，推动文化产业发展；提高欠发达地区人民的文化生活质量；重视欠发达地区文化遗产的保护；加强欠发达地区文化建设人才的培养。
[Abstract]:Since the founding of the people's Republic of China, the cultural construction of our country has not stopped. With the report of the 18th National Congress of the Communist Party of China (CPC) putting forward the new requirement of "firmly promoting the construction of a socialist cultural power", the importance of cultural construction has been further promoted and has become an important part of building a well-off society in an all-round way in China. Strengthening the cultural construction in underdeveloped areas is a compulsory course to realize the goal of socialist cultural power, and it is also a huge project construction to benefit the people. Through the cultural construction of underdeveloped areas, it is helpful to promote the economic development of underdeveloped areas, to improve the backward production and life style of underdeveloped areas, to firmly follow the development path of socialist culture with Chinese characteristics, and to improve the backward production and life style of underdeveloped areas. It helps to purify the social atmosphere in the less developed areas; helps to improve the happiness of the people in the less developed areas; contributes to the long-term stability of the less developed areas. Cultural construction in underdeveloped areas is a highly generalized concept. Based on the present situation of unbalanced cultural development in the middle and western regions of China, this paper adopts the methods of literature summary, quantitative digital analysis and summary induction. This paper studies the cultural construction in the underdeveloped areas of China, and summarizes the achievements and problems in the cultural construction in the underdeveloped areas. We need to strengthen the cultural construction of underdeveloped areas, which is to solve the immediate problems. Through the in-depth analysis of the problems, the objective and subjective causes of the problems are obtained, and then the concrete countermeasures for the cultural construction in the underdeveloped areas are put forward. We should increase the investment of funds, improve the construction of cultural infrastructure in the underdeveloped areas, give full play to the function of the government in the cultural construction of the underdeveloped regions, deepen the reform of the cultural system in the underdeveloped regions, and promote the development of cultural industries. To improve the quality of cultural life of the people in underdeveloped areas, to attach importance to the protection of cultural heritage in underdeveloped areas and to strengthen the cultivation of talents for cultural construction in underdeveloped areas.
