国际工程承包政治风险应对策略研究

【摘要】:随着“走出去”与“一带一路”战略的深入开展,我国的承包商正大踏步迈入国际工程承包市场,不仅在业务领域方面不断拓展,而且在业务模式上也不断创新。但必须看到,由于我国承包的工程项目大多位于贫困落后的国家或地区,加上近年来金融危机与国际政治局势动荡的影响,企业正面临着日益巨大的政治风险,而企业很难凭一己之力对这些政治风险进行有效应对。因此,政府和企业都迫切需要加强政治风险管控意识,提高政治风险应对能力,建立科学的政治风险应对策略。本论文首先通过文献综述法阐述国际工程承包政治风险应对中的基本理论,对政治风险、政治风险管理、政治风险应对方法的基本内容进行了总结。之后从政治风险应对参与主体的角度提出了国有企业政治风险应对的局限性和政府参与应对的必要性,又分析了政治风险应对中政企之间的相互关系。其次,论文通过案例研究方法,从3个典型案例入手,对我国企业目前遭遇的政治风险进行深入分析和总结,又以利比亚危机为例对我国政府和企业进行政治风险应对的现状进行深入研究。在此基础上,提出了我国政府与企业对政治风险应对的不足。然后,论文通过问卷调查的研究方法,对政治风险应对策略的关键因素进行分析,将关键因素分为了政治风险应对体系、应对流程与保险运用。通过对企业的问卷调查,按照重要程度,在应对体系中选取了政治风险应对组织架构体系、识别评估体系、人员培训体系、重大突发政治风险应急处置体系进行深入研究,并在将应对流程确定为监督预警、响应处理、损失追偿后进行了深入分析。之后又根据企业对政治风险保险的了解和应用程度,从企业实践的角度对政治风险保险运用进行了深入研究。最后,根据我国政府与企业对政治风险应对的不足以及对应对策略关键因素的分析,论文从政府层面与企业层面提出了政治风险应对策略的建议。提出政府应该建立国内相关法律体系、加强与各国的沟通合作、完善海外投资保险制度、加快信息服务平台建设,同时企业应该建立政治风险管控体系、明确政治风险应对流程、合理运用政治风险保险、加强与各方的沟通合作。
[Abstract]:With the development of "going out" and "Belt and Road" strategy, Chinese contractors are stepping into the international engineering contracting market, not only in the business field, but also in the business model innovation. However, it must be noted that because most of the projects contracted in China are located in poor and backward countries or regions, and because of the impact of the financial crisis and the turbulence of the international political situation in recent years, enterprises are facing increasingly enormous political risks. And it is difficult for enterprises to deal with these political risks effectively on their own. Therefore, the government and enterprises urgently need to strengthen the awareness of political risk management, improve the ability to deal with political risks, and establish scientific strategies to deal with political risks. In this paper, the basic theory of political risk response of international project contracting is first expounded by literature review, and the basic contents of political risk, political risk management and political risk coping method are summarized. Then, from the angle of the main body of political risk response, the paper puts forward the limitations of the political risk response of state-owned enterprises and the necessity of government participation, and analyzes the relationship between the government and enterprises in the political risk response. Secondly, through the method of case study, this paper analyzes and summarizes the political risks encountered by Chinese enterprises from three typical cases. Taking the Libyan crisis as an example, this paper makes an in-depth study on the current situation of political risk response of Chinese government and enterprises. On this basis, the government and enterprises of our country to deal with the lack of political risks. Then, through the research method of questionnaire, the paper analyzes the key factors of the political risk coping strategy, and divides the key factors into the political risk response system, the coping process and the application of insurance. Through the questionnaire survey of enterprises, according to the important degree, we select the political risk response organizational structure system, the identification and evaluation system, the personnel training system, the major sudden political risk emergency management system to carry on the thorough research in the coping system. After determining the response process as supervision and early warning, response processing, loss recovery, in-depth analysis was carried out. Then, according to the enterprise's understanding and application of political risk insurance, the application of political risk insurance is deeply studied from the angle of enterprise practice. Finally, according to the lack of government and enterprise to deal with the political risk and the analysis of the key factors of the coping strategy, the paper puts forward the suggestions of the political risk coping strategy from the government level and the enterprise level. It is proposed that the government should establish a relevant domestic legal system, strengthen communication and cooperation with other countries, improve the overseas investment insurance system, and speed up the construction of an information service platform. At the same time, enterprises should establish a political risk control system. Make clear the process of dealing with political risk, use political risk insurance rationally, and strengthen communication and cooperation with all parties.
