美国经济政策转向对全球经济的影响

【摘要】：特朗普政府经济政策框架已基本形成,其核心内容是"全球收缩"经贸保护政策和"美国优先"国内经济政策。这一政策框架将对美国经济、全球经济和中美经贸关系产生重大影响。首先,特朗普上任后推出的"美国优先"的大规模财政刺激、减税、扩大基建投资和放松金融监管等举措,将对美国短期经济发展产生较大影响。其次,特朗普"全球收缩"的经贸保护政策对全球经济发展,尤其是对国际贸易、国际金融、国际投资和区域经济一体化产生重要影响。同时,对中国而言利大于弊,会给中国在亚太地区乃至全球的发展带来一些空间,尤其是给中国的"一带一路"建设带来发展机遇。再次,为防止欧盟、俄罗斯、日本、印度、韩国等与特朗普政府达成不利于我国的协议,建议积极利用现有的国际交流平台,全面地与特朗普政府及其团队核心成员建立各种联系,引导中国的金融机构尤其是开发性金融机构和基础设施建设企业,构建有效的新型中美经贸合作格局,推动中美经贸关系健康发展。
[Abstract]:The Trump administration's economic policy framework is largely in place, with "global contraction" of economic protection and "U.S. priority" domestic economic policy at its core. This policy framework will have a significant impact on the U.S. economy, the global economy and Sino-US economic and trade relations. First, Trump's "America first" massive fiscal stimulus, tax cuts, expanded infrastructure investment and financial deregulation will have a big impact on the country's short-term economic development. Secondly, Trump's "global contraction" of economic and trade protection policy has a major impact on the development of the global economy, especially on international trade, international finance, international investment and regional economic integration. At the same time, the advantages outweigh the disadvantages for China, which will bring some space for the development of China in the Asia-Pacific region and even the whole world, especially the development opportunity for China's "Belt and Road" construction. Thirdly, in order to prevent the EU, Russia, Japan, India, South Korea and other countries from reaching agreements with the Trump administration that are not conducive to our country, it is suggested that the existing international exchange platforms be actively utilized. To establish all kinds of contacts with the Trump administration and its core members of the team, guide Chinese financial institutions, especially development financial institutions and infrastructure construction enterprises, and build an effective new pattern of Sino-US economic and trade cooperation. To promote the healthy development of Sino-US economic and trade relations.
