【摘要】：嘉道时期是中国历史上一个特殊时期，，中西方对南中国海域的控制权争夺白热化，广东水师在此阶段担负了剿灭海盗和查禁鸦片走私、抗击侵略的职责。但是水师在惯例巡洋之中并没有完成自己的任务，不仅庸庸碌碌，消极任事，而且勾结海盗，纵容鸦片走私，吸食鸦片，甚至临阵退缩、危害商渔，严重影响了海疆安全。对水师的不法行为，官府不断给予惩罚并下令整顿，但是违法违规现象仍然此起彼伏。分析其深层次原因，主要是水师生活所迫，制度中的漏洞，以及社会腐败之风影响。
[Abstract]:Jia-Dao period was a special period in Chinese history. The control rights of China and the West to the South China Sea region were heated.
