明代勘灾制度述论

【摘要】：勘灾是救灾的重要环节,其结果是制定救灾决策的重要凭依。明代勘灾经历了遣使勘灾、地方官踏勘与户部覆勘结合、监察官广泛参与、巡按主导等阶段,形成了一套较为严密的勘灾机制。然因勘灾机制本身存在的程序与效率的冲突、勘灾监察的泛化与实质弱化以及勘灾过程中的渎职、腐败等问题,严重影响了明代勘灾的效果。
[Abstract]:Disaster prospecting is an important link in disaster relief, and the result is that the important basis for making disaster relief decisions. The Ming Dynasty disaster prospecting went through the stages of sending out disaster prospecting, combining local officials with the ministry of overlay prospecting, extensively participating in the supervision of the disaster, and leading the patrol, and so on. However, due to the conflict between procedure and efficiency of the mechanism itself, the generalization and weakening of the supervision of prospecting disaster, malfeasance and corruption in the process of prospecting disaster, the effect of prospecting disaster in Ming Dynasty has been seriously affected by the formation of a set of strict disaster prospecting mechanism.
