北宋政府水利建设若干问题研究

【摘要】：本文从政府的角度对北宋政府水利建设展开研究,主要目的在于探讨北宋政府对水利建设的认识,力图还原北宋政府水利建设的全过程,对此有一个较为全面地了解。水利工程只有适合当地的生态环境才能顺利进行施工并发挥应有的功效,因此本文从水利建设的整体考虑,选取具有代表性并且可以贯穿整个水利建设过程的三个方面进行研究,即:环境基础、规划关键、时代特色。第一章主要探讨北宋时期生态环境与北宋政府水利建设的互动。通过研究发现北宋时期的生态环境是政府水利建设的基础,水资源、地貌、气候三个生态环境因子都对水利建设的分布、类型和主题产生了不可忽视的影响。北宋政府在进行水利建设时也充分考虑到了生态环境的影响并以此为基础展开,但是面对外敌入侵、经济发展等方面的压力又不得不以牺牲环境为代价来展开水利建设。第二章主要是分析北宋政府对水利建设的管理,先从北宋政府对水利建设的规划进行分析,由农田水利、河海水利、城市水利、塘泺等四种类型水利规划为切入点,总结整体特征,并由此分析水利建设中人工、物料、资金的来源。通过分析发现北宋政府在处理这三个问题时灵活多变,不仅仅使用某一种或几种方法,而是根据政治、财政等情况从多方面进行解决,保证了水利建设的顺利进行。第三章主要得出了北宋政府水利建设的分布特点和呈现这一特点的原因。因水利建设是一个综合的问题,与王朝的政治、经济、军事等多种因素相联系,是无法分割的整体。这也就导致了北宋政府水利建设在时间和区域分布上与北宋政府的政治、经济、军事等状况联系紧密,并且表现出了一些鲜明的特点。同时与中国水利史上其他朝代尤其是北宋以前王朝相比,北宋政府的水利建设还表现出一定的时代特色。通过以上三章内容的研究,基本还原了北宋政府水利建设的基础、过程与结果这一较为完整的过程,对该问题从整体上有了一定程度的了解。总体来看,北宋政府十分重视水利建设,管理较为全面,无论是客观环境因素还是人为政治、经济因素都对北宋政府的水利建设产生了影响,它还表现出极具特色的分布特点与时代特征。
[Abstract]:This paper studies the water conservancy construction of the Northern Song Dynasty from the angle of the government. The main purpose of this study is to explore the understanding of the water conservancy construction in the Northern Song Dynasty and try to restore the whole process of the water conservancy construction of the Northern Song Dynasty. Only if the water conservancy project is suitable for the local ecological environment can it carry out the construction smoothly and give play to its due effect, so this paper considers the whole water conservancy construction as a whole. Select three aspects that are representative and can run through the whole process of water conservancy construction, namely: environmental foundation, planning key, The first chapter mainly discusses the interaction between the ecological environment of the Northern Song Dynasty and the water conservancy construction of the Northern Song Dynasty. Through the study, it is found that the ecological environment of the Northern Song Dynasty is the foundation of the government water conservancy construction, water resources, geomorphology, The distribution, type and theme of water conservancy construction are influenced by the three factors of climate. The Northern Song government also took into account the influence of ecological environment when carrying out water conservancy construction. However, in the face of foreign invasion, economic development and other pressures, water conservancy construction has to be carried out at the expense of the environment. The second chapter mainly analyzes the management of water conservancy construction by the Northern Song Dynasty government. First, from the Northern Song Dynasty government to water conservancy construction planning analysis, by farmland water conservancy, river and sea water conservancy, city water conservancy, Tangluo and other four types of water conservancy planning as a starting point, summed up the overall characteristics, and from this analysis of water conservancy construction in the artificial, material, Source of funds. Through analysis, it is found that the Northern Song Dynasty government is flexible and changeable in dealing with these three problems, not only using one or several methods, but also solving them from various aspects according to the political, financial and other circumstances. The third chapter mainly draws the distribution characteristics of the water conservancy construction of the Northern Song Dynasty government and the reasons for this characteristic. Because the water conservancy construction is a comprehensive problem, it is related to the politics and economy of the dynasty. Military and other factors are inseparably integrated. This has led to a close relationship between the water conservancy construction of the Northern Song Dynasty and the political, economic, military and other conditions of the Northern Song government in terms of time and regional distribution. At the same time, compared with other dynasties in the history of Chinese water conservancy, especially before the Northern Song Dynasty, the water conservancy construction of the Northern Song Dynasty also showed certain characteristics of the times. It has basically restored the foundation, process and result of water conservancy construction of the Northern Song Dynasty government, and has a certain degree of understanding of the problem. In general, the Northern Song Dynasty government attaches great importance to water conservancy construction and has a more comprehensive management. Whether objective environmental factors or artificial politics, economic factors have an impact on the water conservancy construction of the Northern Song Dynasty government.
