明代万历年间总漕与总河之争述论

【摘要】:明代万历年间,总漕与总河出于部门利益考量,围绕治河方略展开了激烈的争夺,最终导致万历五年和万历二十六年两次合并。二者争斗看似是治河、通漕与维护祖陵的理念之争,实则体现了万历年间复杂的政治生态。明代总漕设置于景泰年间,总河设置于正德年间,设置目的在于应对黄河决口后临时性的漕运危机。总漕与总河的设置仓促而成,其职掌多有重合之处,因而不可避免地陷入了组织效率低下与相互争斗的泥潭。这是明代体制性弊端的集中体现。
[Abstract]:During the Wanli period of Ming Dynasty, due to the consideration of the department benefit, the total canal and the total river launched the fierce competition around the strategy of river regulation, and finally led to the merger of five years and twenty-six years of the Wanli. The struggle between the two seems to be a struggle to govern the river and to maintain the ancestral mausoleum, but in fact reflects the complex political ecology of the Wanli period. In Ming Dynasty, the total channel was set up in Jingtai period, and the total river was set in Zhengde period. The purpose of the setting was to deal with the temporary crisis of water transportation after the Yellow River burst. The setting up of the total canal and the general river is hasty, and its duties overlap, so it is inevitable to fall into the quagmire of inefficiency of organization and struggle with each other. This is the centralized embodiment of the system malpractice in Ming Dynasty.
