逐鹿北疆:隋代文炀二帝经营突厥战略述论——兼论草原丝绸之路的兴衰

【摘要】：隋朝为了消弭北疆之患,根据当时的情势,从政治、外交等方面着手,积极推进以离强、分治为内容,以合弱、怀柔为手段的突厥战略。该战略的实施,激化了突厥汗室本已存在的矛盾,造成汗国的东西分裂,并成功地粉碎其重新一统的希望,形成大小可汗长期分裂、对峙的局面,从而削弱了它们联合反隋的可能。随着双方国势的逆转,加上突厥诸部制衡的缺失,隐含的危机随之爆发,导致隋朝经略北疆的彻底失败。草原丝路作为突厥汗国攫取、垄断贸易利益的工具,它必须以获取内地的丝绸为条件,中原的岁给、突厥的朝贡与互市贸易则构成了其丝绸的主要来源,其兴衰虽与隋代经营北疆的战略存在着密切的关联,但更取决于双方实力的博弈以及对实力的运用方式,而非单纯对草原丝路的控制程度。
[Abstract]:In order to eliminate the trouble in Northern Xinjiang, the Sui Dynasty, according to the situation at that time, from the political, diplomatic and other aspects, actively promoted the Turkic strategy of separation from power, partition and rule, cooperation with weak, Huairou as a means. The implementation of this strategy has intensified the already existing contradictions in the Turkic Khan Room, caused the east-west division of the khanate, and succeeded in shattering its hopes for reunification, thus creating a situation of long-term division and confrontation between large and small Khan. Thus weakening their alliance against the possibility of Sui. With the reversal of the situation of the two countries and the lack of checks and balances of the Turkic forces, the implied crisis broke out, which led to the complete failure of the Sui Dynasty. As a tool for seizing and monopolizing trade interests by the Turkic khanates, the steppe silk road must be conditioned on obtaining silk from the mainland, and the annual payment of the Central Plains and the trade between the tributary and the exchange markets of the Turkic make up the main source of its silk. Although its rise and fall is closely related to the strategy of managing northern Xinjiang in Sui Dynasty, it depends more on the game of both sides' strength and the way in which the strength is used, rather than the degree of control over the grassland silk road.
