里格斯行政生态学方法论研究

【摘要】：行政生态学是20世纪60年代在西方行政学界兴起的一门以生态学的方法研究行政现象、行政行为与行政环境之间相互关系的行政学分支学科,其主要代表人物为佛雷德·W·里格斯。作为一门学科,行政生态学由以建立的合法性基础是其方法论。为此,全面深入地研究行政生态学方法论无疑是我们获取行政生态学这门学科知识图景的最佳路径。尤其重要的是,我国当前公共行政学方法论研究上的滞后不仅阻碍了我们对西方公共行政学理论的学习研究和迁移,而且无法给不断变迁的政府治理环境以学理性解释和方法论辩护。现实的需要和方法论研究上的滞后为里格斯行政生态学方法论研究的急迫开启了现实方便之门,以里格斯行政生态学方法论为研究对象不仅可以为公共行政学方法论大厦的建设添砖加瓦,同时也可能给政府治理带来一些有益的启示。本文的内容共为五个部分,分别为引言、里格斯行政生态学方法论的兴起、行政生态学方法论在里格斯行政生态学理论中的地位、里格斯行政生态学方法论基本结构、里格斯行政生态学方法论对公共行政典范的影响。第一部分为引言,这部分主要介绍了论文的选题意义、研究方法和可能取得的理论创新以及行政生态学的学科综述。行政生态学的研究综述主要从四个方面展开,即行政生态学的诞生,行政生态学在国内的研究现状和发展情况,行政生态和生态行政的比较,最后指出目前国内外对行政生态学方法论的研究现状。第二部分是行政生态学方法论兴起的背景分析。分析从四个方面的原因入手：一是早期公共行政学研究的困境——实证研究的反思；二是反思西方国家向发展中国家提供政治援助所得经验；三是受社会科学研究方法的影响和社会系统理论的启示；四是比较行政——从非生态研究到生态研究。第三部分是关于里格斯行政生态学的理论及其方法论的地位。该部分主要介绍了里格斯的个人生平,行政生态学的基本理论框架,以及研究方法在行政生态学中的重要地位。基本理论框架主要包括：农业型态社会和工业型态社会这两极模式的提出,融合的-棱柱的-衍射的模型,及融合的-棱柱的-衍射的模型这三种社会的特征。第四部分是本文的重点。该部分从下面几个方面分析了里格斯行政生态学方法论。首先是基于本体论、认识论的立场来界定了行政生态学方法论的概念；其次是分析了行政生态学方法论的哲学基础,即从整体性的研究策略、实证哲学、价值哲学三个方面进行分析；最后是里格斯行政生态学方法论所涉及的具体研究方法,主要包括：系统整体方法、结构——功能研究方法、泛科际研究方法、建构模型方法、比较研究方法、实地考察方法和其它方法等。第五部分主要说明的是里格斯行政生态学方法论对公共行政典范的影响。这包括三个部分的内容：一是对公共行政典范进行概述；二是分析了行政生态学方法论对国外公共行政发展的影响,从四个方面来说明,即对比较公共行政研究的影响、对发展行政的影响、对新公共行政学的启示、推动了对公共行政组织环境的研究；三是分析了行政生态学方法论对我国公共行政研究的启示。结语部分主要是对文章所做研究做一个总结性的概括,同时也说明本文存在的不足以及往后的努力方向。
[Abstract]:Administrative ecology is a branch of administration, which was developed in the western administrative field in 1960s, which studies administrative phenomena and the relationship between administrative behavior and administrative environment. The main representative is Fred W. As a subject, administrative ecology is based on the legitimacy of its establishment. Therefore, the study of the methodology of administrative ecology is undoubtedly the best way for us to obtain the knowledge picture of the subject of administrative ecology. It is especially important that the lag of the research on the methodology of public administration in our country not only hinders the study and transfer of the theory of public administration in the West, but also is impossible. The continuing change of government governance environment is defended by rational explanation and methodology. The lag of the practical needs and methodology research opens the realistic door to the urgency of Riggs's research on the methodology of administrative ecology. The research object of the methodology of Riggs's administrative ecology is not only for the building of the building of the methodology of public administration. Setting up bricks and mortar will also bring some beneficial enlightenment to the governance of the government.
The contents of this article are divided into five parts: introduction, the rise of Riggs's administrative ecology methodology, the position of administrative ecology methodology in Riggs's theory of administrative ecology, the basic structure of Riggs's administrative ecology methodology and the influence of Riggs's administrative ecology methodology on the model of public administration.
The first part is the introduction, which mainly introduces the significance of the topic, the research method and the possible theoretical innovation and the summary of the discipline of administrative ecology. The summary of the research on administrative ecology is mainly from four aspects, namely the birth of administrative ecology, the status and development of administrative ecology in China, and the administrative students. A comparison between state and ecological administration is made. Finally, the current research situation of administrative ecology methodology at home and abroad is pointed out.
The second part is the background analysis of the rise of the methodology of administrative ecology. The analysis of the reasons from four aspects: one is the predicament of the early public administration study - the reflection of the empirical study; the two is to reflect on the experience of the western countries to provide the income of political aid to the developing countries; and three is the influence and society of the research methods of social science. The Enlightenment of system theory; four is comparative administration -- from non ecological research to ecological research.
The third part is about the position of Riggs's theory and methodology of administrative ecology. This part mainly introduces the personal life of Riggs, the basic theoretical framework of administrative ecology, and the important position of the research methods in the administrative ecology. The basic theoretical framework mainly includes: the agricultural type society and the industrial type society, two The polar model is proposed, the fusion prism diffraction model and the fusion prism diffraction model of these three social characteristics.
The fourth part is the focus of this article. This part analyzes Riggs's methodology of administrative ecology from the following aspects. First, it defines the concept of the methodology of administrative ecology based on the standpoint of ontology and epistemology; secondly, it analyzes the philosophical foundation of the methodology of administrative ecology, that is, the overall research strategy and the empirical philosophy, Three aspects of the philosophy of value are analyzed. Finally, the specific research methods involved in Riggs's methodology of administrative ecology include the whole system method, structure - function research method, pan interdisciplinary research method, construction model method, comparative research method, field investigation method and other methods.
The fifth part mainly explains the influence of Riggs's administrative ecology methodology on the model of public administration. This includes three parts: first, an overview of the model of public administration; the two is the analysis of the influence of the methodology of administrative ecology on the development of foreign public administration, from four aspects, that is, to compare public administration research. The influence of the study, the influence on the development of administration, the enlightenment to the new public administration, and the research on the environment of the public administrative organization; three, the Enlightenment of the methodology of administrative ecology to the research of public administration in China.
The conclusion part mainly summarizes the research done in the article, and also explains the shortcomings of this article and the direction of future efforts.
