基于生命周期的政府危机信息管理研究

【摘要】：危机信息管理贯穿于危机潜伏期、危机爆发期和危机消除期的各个阶段,是危机管理的核心。及时收集、加工、存储、传递和共享危机信息,能够保证政府做出及时和准确的决策,提高政府危机管理能力,降低危机事件的损害程度。因此,加强危机信息管理是十分必要的。本文的危机生命周期是根据中国人民大学王克平教授的划分方法,将危机生命周期划分为两个层次：生命过程层和管理阶段层。其中生命过程层包括潜伏期、发生期和消除期3个阶段,管理阶段层包括潜伏期的预警和预控阶段、发生期的反应和应对阶段、消除期的评估和恢复阶段。本文共分六部分,第一部分是绪论,主要写选题的背景意义、国内外研究综述、创新之处和研究方法。第二部分,是危机信息管理的概述,分别概述了公共危机、危机信息、危机生命周期和政府危机信息管理。第三、四、五部分分别从危机生命周期的潜伏期、发生期和消除期各个阶段去探讨如何进行有效的危机信息管理,提高政府危机管理能力。第六部分是在本文分析的基础上,提出了一些完善我国政府危机信息管理的建议,为提高危机管理能力做参考。
[Abstract]:Crisis information management is the core of crisis management. Timely collection, processing, storage, transmission and sharing of crisis information can ensure the government to make timely and accurate decisions, improve the ability of government crisis management, and reduce the damage degree of crisis events. Therefore, it is necessary to strengthen the crisis information management. According to Professor Wang Keping of Renmin University of China, the crisis life cycle is divided into two levels: the life process layer and the management stage layer. The life process layer includes three stages: latent period, occurrence stage and elimination stage, and management stage includes early warning and pre-control stage of incubation period, reaction and response stage of occurrence period, evaluation and recovery stage of elimination period. This paper is divided into six parts, the first part is the introduction, mainly write the background significance of the topic, domestic and foreign research review, innovation and research methods. The second part is an overview of crisis information management, including public crisis, crisis information, crisis life cycle and government crisis information management. The third, fourth and fifth parts discuss how to carry out effective crisis information management and improve the ability of government crisis management from each stage of crisis life cycle incubation period, occurrence period and elimination period respectively. The sixth part is based on the analysis of this paper, put forward some suggestions to improve our government crisis information management, for improving the ability of crisis management.
