【摘要】: 21世纪的行政生态发生着深刻变化,世界正进入全新的治理时代。传统的官僚制政府和企业家政府模式无法适应新的形势和要求。治理理论的兴起,20世纪90年代以来新一轮政府改革的推动下,政府的存在样态、管理理念、治理能力及工作方式都将发生新的转变,协同型政府将成为适应治理时代需求的政府形态。借助协同学和战略协同理论,我们把协同型政府定义为,在公共事务治理过程中,政府(部门)与其他主体(包括其他部门和其他组织)协同行动,形成井然有序、相互促进的治理结构,并能实现资源最优化利用与公共利益最大化实现的政府。从组织理论的分析框架出发,协同型政府表现为善治的政府、无边界的政府、“社会人”政府、使命驱动的政府、灵活应变的政府、“外向型”政府和“魅力型”政府等特征。协同型政府是对政府存在样态与运行方式的理想化描述。事实上,不存在纯粹的协同型政府和完全不协同的政府形态,也不能简单地说哪个政府是协同型政府,哪个政府不是协同型政府。一般情况下,政府的存在样态和运行方式往往处于两种极端境界之间。政府之间的差距不是协同型政府与非协同型政府的质的差异,而更多属于协同状态和协同结果的度的差别。从理论上,资源协同与服务协同、政策协同与管理协同是表征和评价协同型政府的核心要素,这些要素的实现受到若干关键变量的影响,表现出内在的规律性。从实践中,协同型政府需要通过政府间合作、部门间整合和协调,以及政府与社会间合作等途径来实现。每一个层面的关联和合作既符合协同型政府的一般规律,又具有其自身的规律性和特点。作为一种理想描述及价值判断,协同型政府为政府的未来发展指明了方向,同时也不可避免的面临着诸多挑战。认识这些挑战的基础上,本文从原则、机制、文化塑造和能力培养几个方面指出协同型政府的未来之路。
[Abstract]:The administrative ecology of the 21 st century is undergoing profound changes, and the world is entering a new era of governance. The traditional bureaucratic government and entrepreneur government can not adapt to the new situation and requirements. With the rise of governance theory and the promotion of a new round of government reform since the 1990s, new changes will take place in the state of existence, management concept, governance ability and working mode of the government. Collaborative government will become the government form that adapts to the needs of the times of governance. With the help of Synergetics and Strategic Synergy Theory, we define the synergetic government as that in the process of public affairs governance, the government (department) and other main bodies (including other departments and other organizations) act in a coordinated and orderly manner. A mutually reinforcing governance structure, and a government that optimizes the use of resources and maximizes public interest. Based on the analytical framework of organizational theory, cooperative government is characterized by good governance, borderless government, "social person" government, mission-driven government, flexible government, extroverted government and charismatic government. Collaborative government is an idealized description of the existence and operation of government. As a matter of fact, there is no pure cooperative government and no coordinated government form, nor can we simply say which government is coordinated government and which government is not synergetic government. In general, the existence of the government and the mode of operation are often between two extremes. The gap between governments is not the qualitative difference between synergetic government and non-synergetic government, but more belongs to the degree difference of synergetic state and synergetic result. In theory, resource synergy and service synergy, policy coordination and management synergy are the core elements to characterize and evaluate synergistic government. The realization of these elements is influenced by some key variables and shows inherent regularity. In practice, cooperative government needs to be realized through inter-governmental cooperation, inter-departmental integration and coordination, and cooperation between government and society. Each level of association and cooperation not only accords with the general law of cooperative government, but also has its own regularity and characteristics. As a kind of ideal description and value judgment, the cooperative government has pointed out the direction for the future development of the government, at the same time, it faces many challenges inevitably. Based on the understanding of these challenges, this paper points out the future path of cooperative government from the aspects of principle, mechanism, culture shaping and ability cultivation.
