公共性视角下的公共行政概念——20世纪后期公共行政研究视角的转变

【摘要】：在公共行政文献中,"公共性"的概念的频繁出现主要是在"新公共行政运动"之后。正是在这个时候,"公共性"成为观察公共行政问题的一个独特视角,并在此基础上发展出了"公民主义"与"行政伦理"研究两种学术思潮。公民主义重视公民权利与公民精神等问题,要求公共行政通过保障公民权利和培育公民精神来促进民主行政的实现。行政伦理研究则突出了政体价值的规范性地位,并把公共行政对公民的责任看作实现政体价值的关键。90年代后期,随着批判"新公共管理运动"的理论反思运动的兴起,公民主义和行政伦理两股思潮在对新公共管理运动的批评中也汇流到了一起,共同聚焦于"参与治理"的问题,从而进一步突出了对公共行政公共性的关注,而且是把公民参与作为公共行政公共性实现的基本途径来看待的。
[Abstract]:In the literature of public administration, the concept of "publicity" appears frequently after the "New Public Administration Movement". It is at this time that "publicity" becomes a unique angle of view to observe the problems of public administration, and on this basis develops two academic trends of thought: "Citizenship" and "Administrative Ethics". Citizenship attaches importance to the issues of civil rights and civic spirit, and requires public administration to promote the realization of democratic administration by safeguarding civil rights and cultivating civic spirit. The study of administrative ethics highlights the normative status of the value of the polity, and regards the responsibility of public administration to the citizen as the key to the realization of the value of the polity in the late 1990s, with the rise of the theoretical reflection movement criticizing the "New Public Management Movement". In the criticism of the New Public Management Movement, the two ideological trends of citizenship and administrative ethics also converge together, focusing on the issue of "participation in governance", thus further highlighting the public nature of public administration. Moreover, the citizen participation is regarded as the basic way to realize the public nature of public administration.
