政治与行政二分法的批判性分析

【摘要】： 公共行政学作为一门独立的学科而存在仅有一百多年的历史,但作为公共行政学的理论基础——政治行政二分法的发展并非一帆风顺,而是遭受了理论界的各种质疑。然而,到目前为止理论界还没有提出一个完备的理论来完全替代政治行政二分法。政治行政二分法只能继续承担公共行政学的理论基础的责任。必须指出的是,政治行政二分法自产生之初就存在一些问题,理论界就对此提出了质疑。政治行政二分法遭受了两难的境地,公共行政学似乎进入了一个进退两难的悖论怪圈:一方面作为传统行政学的理论基础根基牢固,难以撼动;另一方面作为众矢之的,遭受种种质疑。本文的主要目的就是发掘政治行政二分法的本来面目,还事实以真相。围绕这一核心,本文首先根据批判性思维的特点,努力发现批判理论与公共行政学的契合点,运用批判理论分析政治行政二分法的是非功过。通过对政治行政二分法基本理论的追查,本文认为理论界对它的否定性分析可能走向了极端,而错过了对政治行政二分法的肯定性价值的积极估量。针对政治行政二分法的批评展开批判性分析,本文发现所谓的批评只是对政治行政二分法一个方面的评判,而非整体的认识,这正是批评走向极端的一个重要原因。在此分析基础上,遵循批判理论的基本思路,从整体上分析问题所在,试图还原政治行政二分法理论的真实性。目前我国正进行新一轮政府管理体制改革,批判的精神无疑对政治与行政的关系、政府职能的划分大有裨益。批判性的公共行政学,将成为现今我国政府研究的一个重要方面。
[Abstract]:As an independent subject, public administration has only existed for more than one hundred years. However, as the theoretical basis of public administration, the development of political administration dichotomy is not smooth, but has been questioned by various theoretical circles. However, up to now, the theoretical circle has not put forward a complete theory to completely replace the political administration dichotomy. The dichotomy of political administration can only continue to bear the responsibility of the theoretical basis of public administration. It must be pointed out that there are some problems in the dichotomy of political administration since its birth, which has been questioned by the theorists. The dichotomy of political administration has suffered a dilemma. Public administration seems to have entered a paradox circle of dilemma: on the one hand, as the theoretical foundation of traditional administration, it is hard to shake; On the other hand, as a target, by all kinds of doubts. The main purpose of this paper is to discover the true features of the political and administrative dichotomy and to return the facts to the truth. According to the characteristics of critical thinking, this paper first tries to find out the common point between critical theory and public administration, and analyzes the right and wrong of the dichotomy of political administration by critical theory. By tracing the basic theory of the dichotomy of political administration, this paper holds that the negative analysis of the dichotomy of political administration may have gone to the extreme and missed the positive evaluation of the positive value of the dichotomy of political administration. Based on the critical analysis of the dichotomy of political administration, this paper finds that the so-called criticism is only the judgment of one aspect of the dichotomy of political administration, not the whole understanding, which is an important reason for the criticism to go to the extreme. On the basis of this analysis, following the basic train of thought of critical theory and analyzing the problem as a whole, the author tries to restore the truth of the dichotomy theory of political administration. At present, China is carrying out a new round of government management system reform, the spirit of criticism is undoubtedly of great benefit to the relationship between politics and administration and the division of government functions. Critical public administration will become an important aspect of our government research.
