公共管理理念下政府信息传播体系初探

【摘要】：政府信息传播现象是自人类社会出现了政府就存在了,但是真正意义上探索政府信息传播却是近三十年的事情,可以说政府信息传播是一个古老的而又现代的研究课题,本文只是初步研究其中一个十分狭窄的范畴——政府信息传播体系,基本内容概括如下: 首先,作者认为只有社会发展条件成熟,从传统型模式、官僚制模式,发展到新公共管理模式后,政府信息传播体系才由隐性状态被人们认识到其存在,才具有研究的价值。所以,公共管理作为政府信息传播体系的背景,特别是公共管理理念对政府信息传播体系的影响是研究的前提。其次,在公共管理理念的引领下,由信息和政府信息的概念推导出政府信息传播的概念,再推导出政府信息传播体系的概念,并从公共管理多元主体的视角观察和解读了概念。在此基础上,进一步分析了体系的要素、结构和运行模式。再次,与上文的论述相呼应,政府信息传播体系也充分体现了公共管理的理念,具体表现在政府信息传播体系的传播原则、机制以及公共管理职能等方面,这是对政府信息传播体系的更深入的论述。最后,从政府内部的改革、政府对市场力量和社会力量的培育,以及体系中其他要素的发展等来探讨政府信息传播体系的构建,希冀能够使人们在感性认识政府信息传播体系的同时,更能够在实践上具有操作指导和具体举措。
[Abstract]:The phenomenon of government information communication has existed since the appearance of human society, but it is nearly thirty years to explore the government information communication in a real sense. It can be said that government information communication is an ancient and modern research topic. This paper is only a preliminary study of one of the very narrow categories of government information dissemination system. The basic contents are summarized as follows: first, the author thinks that only the conditions of social development are ripe, from the traditional model, the bureaucratic model, After the development of the new public management mode, the government information dissemination system is recognized by people from the recessive state and has the value of research. Therefore, the public management as the background of the government information dissemination system, especially the influence of the public management concept on the government information dissemination system is the premise of the study. Secondly, under the guidance of the concept of public management, the concept of government information communication is derived from the concept of information and government information, and then the concept of government information communication system is deduced, and the concept is observed and interpreted from the perspective of multiple subjects of public management. On this basis, further analysis of the system elements, structure and operation mode. Third, echoing the above discussion, the government information dissemination system also fully embodies the concept of public management, which is embodied in the communication principles, mechanisms and functions of public administration of the government information dissemination system. This is a more in-depth discussion of the government information dissemination system. Finally, from the government's internal reform, the government's cultivation of market and social forces, as well as the development of other elements in the system, this paper discusses the construction of government information dissemination system. It is hoped that people can know the government information dissemination system sensitively and have practical operation guidance and concrete measures at the same time.
