关于行政问责制主要措施的深入研究

【摘要】:行政问责制是政府所采取的一种行政自律机制用以实现其对行政责任的自律和控制,在规范政府性质和提高行政效能具有重大作用。因此,建立和推行实施有效的行政问责制对于我国的社会主义民主政治建设和政治文明的发展进步都具有极其重要的现实意义。在我国,行政问责制的起步较晚,自2003年至今已经推行实施了六年时间,虽然取得一些成效,但也仍然存在一些问题和缺陷,主要包括信息壁垒过高,相关法制法规不完善,行政伦理和文化缺乏,行政问责范围过于狭窄和问责程序可操作性差等等。在此情况下,本文以研究行政问责制度的相关方面包括在我国的实施问题为主要目标,并提出解决行政问责制的具体可操作性措施。首先,本文通过文献综述回顾行政问责制的基本概念和相关理论。其次,在前面回顾分析的基础上,文章继续阐述并指出了我国在实施行政问责制过程中的问题,还对其产生原因进行了分析。最后,根据前面的相关分析,提出解决我国行政问责制实施过程中的问题的具体措施,用以完善我国的行政问责制。
[Abstract]:The administrative accountability system is a kind of administrative self-discipline mechanism adopted by the government to realize its self-discipline and control over the administrative responsibility. It plays an important role in regulating the nature of the government and improving the administrative efficiency. Therefore, the establishment and implementation of an effective administrative accountability system is of great practical significance for the construction of socialist democratic politics and the development and progress of political civilization in China. In China, the administrative accountability system started relatively late, and has been implemented for six years since 2003. Although some achievements have been made, there are still some problems and shortcomings, mainly including the high information barriers and the imperfection of the relevant legal laws and regulations. The lack of administrative ethics and culture, the narrow scope of administrative accountability and the poor operability of accountability procedures and so on. In this case, the main goal of this paper is to study the related aspects of the administrative accountability system, including the implementation in our country, and put forward the concrete maneuverability measures to solve the administrative accountability system. First of all, this paper reviews the basic concepts and related theories of administrative accountability through literature review. Secondly, on the basis of the previous review and analysis, the article continues to elaborate and point out the problems in the process of implementing the administrative accountability system in our country, and also analyzes the reasons for its emergence. Finally, according to the previous relevant analysis, put forward the concrete measures to solve the problems in the implementation of our country's administrative accountability system, in order to improve the administrative accountability system of our country.
