国家统一的动力:复杂性思维视角下的势、力、策

【摘要】：国家是人类社会合作效率的产物,国家统一有助于发挥规模优势。通过系统自组织可以实现多层有序的国家统一结构。国家统一的动力有自愿力量和非自愿力量,前者是引力,后者是推力,对应于政权的资源禀赋,就是政权具备的软实力和硬实力。在国家主权观念占主导地位的现代社会,自愿力量起着古代社会所不具备的重要作用。运用复杂性思维合理调动两种力量是推动国家实现统一的关键。国家系统在演化过程中,"势"决定哪种力量会成为系统演化的主导序参量,"力"决定该序参量向哪个方向运动,"策"决定系统如何优化。
[Abstract]:The country is the product of the human society cooperation efficiency, the national unification is helpful to bring into play the scale advantage. A multi-layer and orderly unified national structure can be achieved by self-organization of the system. The motive force of national unity is voluntary power and involuntary force, the former is gravity and the latter is thrust, corresponding to the resource endowment of the regime, that is, the power has soft power and hard power. In the modern society dominated by the concept of state sovereignty, voluntary forces played an important role that ancient society did not have. Using the complexity thinking to mobilize the two forces reasonably is the key to promote the unity of the country. In the evolution process of a national system, "potential" determines which force will become the dominant order parameter of the system evolution, "force" determines which direction the order parameter moves in, and "policy" determines how the system is optimized.
