【摘要】：正1958年,靖江县以水利为重点开展大规模农田基本建设。1月至6月,全县在江边港口建造涵闸13座,其中夏仕港闸最大,建成后可直接改善以黄桥为中心的靖江、泰兴和泰县三个县90万亩农田的灌排状况。港闸快竣工时,靖江县委有人提议请陈毅题字。陈毅虽未到过靖江,但他带领新四军东进,开辟苏北抗日根据地,通过黄桥战役打开局面,对如、泰、靖人民有着深厚的感情。当时主持靖江
