【摘要】:京津冀协同发展是党和国家在新的历史时期做出的重大战略决策。推进三地一体化发展既是协同发展的具体实施过程,也是协同发展所追求的终极目标。京津冀一体化发展需要解决环境治理、产能转型、城市建设、交通布局、区域协调等若干方面重要问题,而探索地区生态文明建设的有效路径、构建起符合区域特点和发展实际的环境协同治理模式和机制,无疑是诸多命题当中首当其冲的选项。基于此,本文以协同治理理论为基础和原点,通过3E系统动力学模型、利益相关者博弈模型、环境协同治理结构模型的构建和分析,对京津冀一体化发展中环境协同治理机制和实现路径进行了探讨。研究和解决这一问题,有利于从理论和实践层面对京津冀环境协同治理的模式选择和机制路径做出科学界定,对于推动京津冀地区能源、经济与环境系统的协调发展,推进环境的协同治理,实现区域发展机制创新,进而有效推动京津冀一体化的科学健康发展,都具有十分重要的现实意义。本文的主要研究内容和创新点如下:(1)在系统梳理环境协同治理相关理论与方法基础之上,阐述了京津冀各地的功能定位与产业布局,分析了京津冀一体化发展的特征以及推进一体化发展所具备的现实基础,表明了不同地区的功能定位与产业布局为实现京津冀地区能源、经济与环境系统的协调发展继而实现环境的协同治理提供了内在动力和外部支撑,透视了京津冀一体化发展面临的环境治理问题以及实施环境协同治理的必要性。进而在借鉴国外跨区域环境治理经验并通过对环境治理模式比较分析的基础上,科学解构了环境协同治理的运行方式。本文创新性突破了以传统行政区划为界限的环境治理模式,结合政府主导模式、市场主导模式及多层级治理模式的优点,提出了协同治理是破解京津冀一体化发展环境问题的最佳有效模式。(2)以系统动力学原理为基本依据,提出了京津冀一体化发展环境协同治理3E系统概念,具体分析了3E系统中的经济驱动、能源支持、环境承载、社会发展和政策调控五个子系统,阐明近几年国家相继出台的经济结构转型、能源结构调整、新能源发展、新能源价格及补贴、环境保护等多项相关政策,均将对京津冀一体化发展协同治理的效果产生重要影响。在此基础上,构建了京津冀一体化发展环境协同治理的3E系统动力学模型,从学理层面论证了环境协同治理3E系统运行效果,结合京津冀近年来的经济社会发展数据开展了模拟仿真,并进行敏感性分析和仿真结果分析,从而印证京津冀一体化发展环境协同治理的有效性。本文通过构建3E系统动力学模型,进一步强化了对这一论断的科学认知,表明协同治理是解决该区域环境问题的有效路径。(3)以利益相关者理论和博弈理论为依托和方法,对京津冀一体化发展环境协同治理的利益相关者进行了研究,系统分析了该区域环境协同治理中利益相关者的角色定位与行动者结构,讨论了各利益主体间的相互关系以及利益主体的行为,构建了京津冀一体化发展环境协同治理的利益相关者博弈模型,具体阐释了中央政府与地方政府、地方政府与企业、企业和社会及利益相关者多主体协同下的博弈。在此基础上深入研究了京津冀一体化发展环境协同治理中利益相关者的行为与策略选择,进而说明协同效应的产生有助于提高区域环境治理的效果,并会显著增加所参与的利益相关者群体的总体福利水平。本文通过构建利益相关者博弈模型,为科学有效确立京津冀一体化发展环境协同治理结构方程模型奠定了理论基础。(4)按照结构方程模型的分析思路与方法,在厘清政府-企业-社会主体行为对环境协同治理影响的基础之上,构建了结构方程模型以阐释京津冀一体化发展环境协同治理的激励与响应效果,并设计问卷开展调查,从信度和效度两个维度分析了环境协同治理结构方程模型的数据的有效性,进而在数据有效性分析基础上,针对环境协同治理结构模型进行测量分析与结构分析,并据此对环境协同治理结构模型进行了科学的修正与拟合,最终构建起契合京津冀一体化发展的环境协同治理结构模型。本文通过构建环境协同治理结构模型,为京津冀一体化发展环境协同治理机制设计提供了科学的理论基础与具体的实证数据支撑。(5)基于上述研究成果,在对京津冀一体化发展环境协同治理机制进行科学界定的基础之上,设计了京津冀一体化发展环境协同治理的总体框架,明确了环境协同治理的协调机构,对环境协同治理机制中的形成机制、运行机制和保障机制做了重点阐述,对其运行方式及其作用分别进行了系统说明,进而基于京津冀一体化发展的内在需求与现实基础,分别从环境协同治理的法律制度保障层面、中央政府的作用、央地政府间的关系以及企业和社会参与等层面,探讨了京津冀一体化发展环境协同治理的实施路径。作为本文的最终落脚点,通过京津冀一体化发展环境协同治理机制的具体设计和路径分析,以有效强化京津冀一体化发展环境协同治理效果,确保环境协同治理机制的科学运行和相关政策的最终落地。一体化发展是国策,环境协同治理是关键。本文所进行的上述研究,有助于在理论上形成科学设计京津冀一体化发展环境协同治理机制的理论支撑;有助于在方法上构建京津冀一体化发展的环境协同治理模型及分析方法体系;有助于在实践上实现京津冀一体化发展环境协同治理的机制设计,从而在学理层面、方法层面和实践层面为京津冀一体化发展环境协同治理提供一定的理论、方法和对策上的智力支持。
[Abstract]:The coordinated development of Beijing, Tianjin and Hebei is a major strategic decision made by the party and the state in the new historical period. To promote the integrated development of the three areas is not only the specific implementation process of cooperative development, but also the ultimate goal pursued by cooperative development. The development of Beijing Tianjin Hebei integration to solve environmental governance, capacity transformation, city construction, traffic layout and regional coordination issues, effective path, construction and exploration of the construction of ecological civilization in accordance with the regional characteristics and the actual development of the collaborative environment governance mode and mechanism, is undoubtedly the first proposition among many options. Based on this, this paper takes collaborative governance theory as the basis and origin, through interest 3E system dynamics model, and analysis of governance structure model of cooperative game model, the environment, the environment development in the integration of Beijing Tianjin Hebei collaborative governance mechanism and implementation path are discussed. To study and solve this problem, benefit from the theory and practice in the face of Beijing Tianjin Hebei collaborative environment governance mechanism and path choice patterns make a scientific definition, to promote the coordinated development of energy, economy and environment system of the Beijing Tianjin Hebei region, promote the collaborative governance environment, the realization of regional development mechanism innovation, and effectively promote the healthy and scientific development of Beijing and Tianjin Hebei integration, has very important practical significance. The main research contents and innovations are as follows: (1) in the systematic environment of collaborative governance theory and method basis, expounds the function and industrial layout of Beijing Tianjin Hebei around, realistic basis analyzes the characteristics of the development of Beijing Tianjin Hebei integration and promote the integration of development with the show provided inherent power and external to support the collaborative governance function and industrial layout in different regions to achieve coordinated development of energy, economy and environment system in Beijing Tianjin Hebei region and realize the necessity of environment, the perspective of environmental governance problems facing the development of Beijing Tianjin Hebei integration and implementation of the collaborative governance environment. Then, based on the experience of cross regional environmental governance abroad, and based on the comparative analysis of environmental governance mode, we scientifically deconstruct the operation mode of collaborative environmental governance. This paper innovatively breaks through the environmental governance mode with the traditional administrative divisions as the boundary. Combined with the advantages of the government led mode, the market led mode and the multi-level governance mode, it puts forward that collaborative governance is the best effective mode to solve the environmental problems of Beijing Tianjin Hebei integration. (2) on the basis of the principle of system dynamics, puts forward 3E system concept of collaborative development environment and integration of Beijing and Tianjin, detailed analysis of the driver, in the 3E system of economic energy support, environmental bearing capacity, social development and policy adjustment of five subsystems, the economic structure in recent years to clarify the country promulgated the transformation of energy structure the adjustment and development of new energy, new energy price subsidies, and environmental protection and other related policies, has the important influence to the collaborative governance effect on the development of Beijing Tianjin Hebei integration. Based on this, to construct the 3E system dynamics model of governance environment for the development of integration of Beijing Tianjin Hebei collaborative, theoretically demonstrated that environmental collaborative governance 3E system running effect, carry out the simulation of the Beijing Tianjin Hebei Economic and social development in recent years and analyzed data, sensitivity analysis and simulation results, which confirms the effectiveness of cooperative governance the Beijing Tianjin Hebei integration development environment. By building 3E system dynamics model, this paper further strengthens the scientific cognition of this conclusion, indicating that collaborative governance is an effective way to solve the environmental problems in the region. (3) based on the method and based on Stakeholder Theory and game theory, the integration of Beijing Tianjin Hebei collaborative development environment governance of stakeholders is studied, analyzed the role and structure of governance actors stakeholders in the collaborative regional environment, the relationship between the various stakeholders and stakeholders. The discussion, constructs the game model of stakeholders governance collaborative environment development and integration of Beijing and Tianjin, the specific interpretation of the central government and local government, local government and enterprises, enterprises and society and stakeholders with the main laoniantixie game. Selection and strategies on the basis of the development of Beijing Tianjin Hebei integration environment collaborative governance of stakeholders, and then explain the synergistic effect is helpful to improve the regional environmental governance effect, the overall welfare level and will significantly increase the participation of stakeholder groups. By building stakeholder game model, this paper laid a theoretical foundation for establishing a scientific and effective collaborative structural equation model of Beijing Tianjin Hebei integration. (4) according to the analysis of ideas and methods of structural equation model, to clarify the behavior of the government enterprise and society based collaborative governance effects on the environment, construct a structural equation model to explain the Beijing Tianjin Hebei integration development environment of the collaborative governance of excitation and response effect, and design the questionnaire survey, from the two dimensions of reliability and the validity analysis of effectiveness of environmental synergy governance structure equation model of the data, then the validity analysis of data on the basis of the analysis of measurement and analysis and structure environment of collaborative governance structure model based on collaborative environment governance model is modified and the fitting of science, finally construct the governance model of collaborative development of Beijing Tianjin Hebei fit the integration of the environment. By constructing the collaborative governance structure model, this paper provides a scientific theoretical basis and specific empirical data support for the development of the collaborative governance mechanism of Beijing Tianjin Hebei integration. (5) based on the above research results, based on the scientific definition of the collaborative governance mechanism of the integrated development of Beijing, Tianjin and Hebei, we have designed the overall framework of the coordinated development of Beijing Tianjin Hebei integrated development environment, and clarified the environmental synergy.
