【摘要】：应急管理作为现代政府社会治理的一项重要内容,是贯穿事件处置整个过程的系统机制,考验着一个国家政府的综合行政能力,尤其作用于政府的公信力建设,也是对政府的政务信息公开、社会的治理能力以及社会稳定能力的重要考验。而信息沟通作为应急管理的基本内容,也是最关键的环节,政府在应急管理中的信息沟通是贯穿事件处置整个过程的系统机制,它不仅要求信息的处理真实有效,而且要求政府与社会组织、媒体、公民社会等多主体间进行合理沟通,沟通的方式是多元且双向的,沟通的目的是为了应急事件的处置达到政府和社会的预期目标,因此研究政府应急管理中的信息沟通目前存在的问题,并从问题着手分析深层次的原因,对于寻找解决问题的出路、形成科学有效的应对方法至关重要。对于政府危机管理中信息沟通问题的分析与解决思路,可以选取的角度很多,例如新闻传播、社会治理等角度,本文从公共管理的政府危机管理角度出发,通过国内外政府的应急管理信息沟通研究现状分析,对信息沟通的定义、机制建成要素、意义等核心内容进行深入研究,并通过我国"8.12"天津港爆炸事故和美国、澳大利亚、日本三国各具代表性的应急管理案例的分析,总结目前我国政府在应急管理的信息沟通过程中出现的问题及可借鉴的经验。以此为基础,探析信息沟通能力建设的对策——即寻找解决问题的思路。旨在以应急管理的主体角度,从政府间、政府与社会组织间的信息沟通能力建设、政府信息管理平台建设、社会参与能力建设三个方面寻找政府应急管理信息沟通能力建设的出路。
