【摘要】：全面建成小康社会是实现中华民族伟大复兴中国梦的关键一步,是“十三五”时期需要完成的主要任务。本文紧紧围绕习近平总书记关于全面建成小康社会决胜阶段的最新相关论述,从全面建成小康社会决胜阶段的基本内涵、基本特征和重大意义三个层面阐述全面建成小康社会决胜阶段的深刻要义,为后文探讨全面建成小康社会决胜阶段需要突破的难题提供一条清晰主线,找准全面建成小康社会决胜阶段面临的难题,继而提出破解全面建成小康社会决胜阶段面临难题的具体路径选择,促进全面建成小康社会目标顺利实现。本文除绪论和结语外,共分为三章。绪论主要阐释研究现状、选题缘由及其意义、研究思路及方法、创新点。第一章是整篇论文的基础。本章首先对全面建成小康社会、全面建成小康社会决胜阶段的概念进行界定,重点阐述全面建成小康社会决胜阶段基本特征,并将其概况为“理念的先进性、建成的全面性、任务的艰巨性、形势的严峻性和时间的紧迫性”。最后,阐述全面建成小康社会决胜阶段直接关系到能否如期实现“四个全面”的第一个全面战略目标、全国人民的小康梦、我国社会主义现代化建设的宏伟目标和中华民族伟大复兴的中国梦的重大意义。第二、三章是论文的核心和关键。第二章围绕农村贫困人口未完全脱贫、生态环境保护不足、社会事业和民生保障不完善、文化软实力不强、制度机制不健全五方面的突出短板来探讨突破补短板的难题,重点阐述着力补齐相关短板的主要对策。第三章基于突出短板和国内外发展环境研判国内外面临的重大风险,重点探讨了国内经济、政治、意识形态、社会和自然界的重大风险及防控对策,国际经济、政治军事等潜在风险及防控路径。最后是论文的结语及展望。
[Abstract]:Building a well-off society in an all-round way is a key step in realizing the great rejuvenation of the Chinese nation, Chinese Dream. It is the main task to be completed during the 13th Five-Year Plan period. This paper closely revolves around General Secretary Xi Jinping's latest exposition on the decisive stage of building a well-off society in an all-round way. From the basic connotation, basic characteristics and great significance of the decisive stage of building a well-off society in an all-round way, this paper expounds the profound essentials of the decisive stage of building a well-off society in an all-round way. It provides a clear main line to discuss the difficult problems that need to be broken through in the decisive stage of building a well-off society in an all-round way, and finds out the difficulties faced in the decisive stage of building a well-to-do society in an all-round way. Then put forward to solve the overall completion of a well-off society in the decisive stage facing the specific path of the choice of problems, to promote the goal of a well-off society to achieve smoothly. In addition to the introduction and conclusion of this article. It is divided into three chapters. The introduction mainly explains the current situation of the research, the reason and significance of the topic, the research ideas and methods, innovative points. The first chapter is the basis of the whole paper. First, this chapter is to build a well-off society in an all-round way. The concept of decisive stage of building a well-off society in an all-round way is defined, with emphasis on the basic characteristics of the decisive stage of building a well-off society in an all-round way, and its general situation is "the advanced nature of the idea, the comprehensiveness of the completion and the arduous nature of the task." The third chapter mainly discusses the domestic economy, politics, ideology, based on highlighting the short board and the development environment at home and abroad to study the major risks faced by the domestic and foreign. Finally, the conclusion and prospect of the paper.
