【摘要】:就业是最大的民生,也是全面建成小康社会最强大的支撑。实现比较充分和高质量的就业,是培育经济发展新动能、推动经济转型升级的内在要求,对激发全社会就业创业激情、促进劳动者增收和提升生活品质、顺应劳动力对个人价值的追求,都具有重要意义。"十二五"期间,面对复杂严峻的就业形势,我国政府全面深化改革,激发经济发展内生动力以及就业创业活力,就业规模逐步扩大,结构持续优化,创业带动就业能力显著提升,劳动力技能水平明显提高,就业质量稳步提升。文章主要从就业公共服务体系四个核心构成部分着手研究,分析各构成部分存在的问题,针对问题提出完善高质量就业的公共服务体系对策。运用公共产品与公共选择理论分析了政府提供的就业公共服务具备公共产品属性;运用凯恩斯有效需求及充分就业理论说明了政府在促就业稳就业中发挥的主导作用;运用新公共服务理论分析了现阶段政府提供优质就业公共服务的必要性。通过调查分析法与规范分析法等研究方法,从就业公共服务体系的组成着手研究,分析了劳动力市场重点人群就业质量现状以及现行就业公共服务政策、就业公共服务机构设置、就业公共服务信息化建设、职业教育培训和创业培训的现状,指出我国现行的就业公共服务体系存在着就业公共服务政策的协同机制不完善、职业教育培训服务落后、公共服务机构设置不规范、劳动力市场信息化水平低等问题。通过比较分析法分析国外建立高质量就业公共服务体系经验后,提出我国应借鉴全面推行"一站式服务"就业模式、引进竞争机制、健全灵活的就业机制以及充分运用信息化方式分析劳动力市场信息四方面经验。针对我国就业公共服务体系存在的问题,提出完善我国就业公共服务体系的对策建议,包括健全扩大就业公共服务的政策体系、改善职业教育培训服务、健全多元化的就业公共服务机构、完善加强就业公共服务信息化建设等五个方面。

The most powerful support to realize full employment and high quality, is to cultivate new energy for economic development, and promote the inherent requirements of economic transformation and upgrading, to stimulate the whole society employment and entrepreneurial passion, promote workers' income and improve the quality of life, conform to the labor force on the pursuit of personal values. It is of great significance. "12th Five-Year" period, facing the complicated and severe employment situation, deepening the reform of our country government, stimulate the economic development of endogenous motivation and employment business vitality, and gradually expand the scale of employment, continue to optimize the structure, promote entrepreneurship employment ability to significantly improve labor skills, significantly improve the level of employment, steady improvement in the quality of the. The main part from the aspect of public employment service system of four core parts, analysis of existing problems, put forward to improve the high quality of needle The public service system of employment. The Countermeasures of public products and public choice theory to analyze the public employment service provided by the government have the attributes of public goods; the leading role of governments in promoting employment steady employment in the use of effective demand and full employment of Keynes theory; using the new public service theory to analyze the current government to provide quality public employment the necessity of service. The research methods and standard analysis method through investigation and analysis, from the aspect of composition of public employment service system, analyzes the present situation of the employment quality of key population labor market and the current public service employment policy, set the public employment service agencies, public employment service informationization construction status, occupation education training and entrepreneurship training. I pointed out that China's current employment public service system exists coordination mechanism of public service employment policy. Good occupation, education and training services behind the public service settings are not standardized, the labor market low informatization level. Through the analysis of foreign experience to establish public employment service system in higher quality analysis, proposed our country should draw lessons from the full implementation of the "one-stop service" mode of employment, the introduction of competition mechanism, improve the flexible employment mechanism and make full use of information of labor market information four aspects of experience. In view of the existing public employment service system in our country, put forward some suggestions to improve the public employment service system in our country, including the policy system to expand public services for employment, improve the occupation education and training services, improve the diversification of the public employment service agencies, improve the five aspects of strengthening public employment service informationization construction.
