新公共服务理论视域下青田县行政审批服务存在问题与对策研究

【摘要】：行政审批是政府管理行政事务的手段,行政审批服务则是行政审批工作的行为表现,行政审批制度是本,行政审批服务是标,建设服务型政府就是要坚持标本一致,解决部门主义、提升行政效率,向公民提供公开、公平的“一站式”行政服务。在国家大力提倡服务型政府建设的时代背景下,需要各级政府切实提高行政效率,解决部门主义问题,为社会提供公平、公开的行政服务。对于行政政务服务而言,其最核心的内容是审批服务,具体表现为各级政府及相关行政机关为社会团体组织、公民或者法人提供行政或非行政许可服务。青田当前存在行政审批服务质量水平欠佳的问题,为了切实提升当地政府的行政审批服务质量,有必要对其行政审批服务实际情况进行问题的总结与分析,结合科学的理念发现当前行政审批过程存在的问题,尤其是受传统官僚主义思想影响的陈旧的行政审批理念,促进青田县行政审批服务水平的提升。本文在对新公共服务理论进行深入研究的基础上,结合青田县审批服务发现的主要问题,提出切实可行的改进建议,对青田县行政服务质量的提升具有积极作用,同时也为其他地区行政审批水平的持续性提升提供参考。本文首先对行政审批的相关概念进行分析,奠定论文研究的理论基础,具体包括行政审批及其服务中心的相关概念、新公共服务理论概念等;然后分析青田县行政审批服务的现状和问题,对青田县行政审批服务存在的一系列问题的起因进行深入的调研;最后结合行政服务及新公共服务相关理论,对青田县现有行政审批相关问题提出切实可行的建议,并对所提建议的可操作性、效果进行深入分析。通过对青田县行政审批服务相关问题的研究,能切实提升当地政府机关的行政审批服务质量,对于国内行政单位服务意识的形成、服务质量的提升具有借鉴价值。
[Abstract]:Administrative examination and approval is the means by which the government manages administrative affairs, and the administrative examination and approval service is the behavior manifestation of the administrative examination and approval work. The administrative examination and approval system is the basis, and the administrative examination and approval service is the standard. In order to build a service-oriented government, it is necessary to adhere to the consistency of specimens. To solve the problem of secularism, to enhance administrative efficiency, to provide open and fair "one-stop" administrative services to citizens. In the context of the country's efforts to promote service-oriented government construction, it is necessary for governments at all levels to effectively improve administrative efficiency. To solve the problem of secularism and to provide fair and open administrative services to the society. For administrative affairs services, the most core content is the examination and approval service, which is embodied in the fact that governments at all levels and relevant administrative organs are organized by social organizations, Citizens or legal persons provide administrative or non-administrative licensing services. In order to effectively improve the quality of administrative examination and approval services provided by local governments, Qingtian currently has the problem of poor quality of administrative examination and approval services. It is necessary to sum up and analyze the actual situation of its administrative examination and approval service, and to find out the problems existing in the current administrative examination and approval process, especially the old administrative examination and approval idea, which is influenced by the traditional bureaucratic ideology. On the basis of in-depth research on the new public service theory, combining with the main problems found in the examination and approval service in Qingtian County, this paper puts forward practical and feasible suggestions for improvement. It has a positive effect on the improvement of administrative service quality in Qingtian County, and also provides a reference for the continuous improvement of administrative approval level in other regions. Firstly, this paper analyzes the related concepts of administrative examination and approval, and establishes the theoretical basis for the research of this paper. Including the related concepts of administrative examination and approval and its service center, the concept of new public service theory and so on; and then analyzes the current situation and problems of administrative examination and approval service in Qingtian County. The causes of a series of problems existing in the administrative examination and approval service in Qingtian County are investigated in depth. Finally, combining with the relevant theories of administrative services and new public services, the author puts forward practical suggestions on the existing administrative examination and approval related problems in Qingtian County. Through the research on the related problems of the administrative examination and approval service in Qingtian County, the quality of the administrative examination and approval service of the local government can be effectively improved. For the formation of service awareness of domestic administrative units, the promotion of service quality has reference value.
