【摘要】：自古以来,官德就是对官员素养和道德建设的基本要求,如今,仍有可借鉴的深厚内涵。现代干部思想道德建设既要传承古代官德的精华,更要赋予其新的时代内涵。纵观中国共产党的发展历程,每一代领导人都将领导干部的道德品质建设放在首要位置。新中国成立之初,毛泽东同志提出"中国共产党是在一个几万万人的大民族中领导伟大革命斗争的党,没有多数才德兼备的领导干部,是不能完成其历史任务的。" ①改革开放不久,邓小平同志就告诫全党:"在目前的历史转变时期,问题堆积成山,工作百端待举,加强党的领导,端正党的作风,具有决定的意义。"②江泽民同志秉持"以德治国"的重要思想,他指出:要"思想上政治上与党中央保持高度一致,是党内生活的准则,每一个领导干部,都要处理好个人与组织、下级与上级、领导与组织、纪律与自由的关系,认真执政党的纪律与决议,按党的规矩办事。" ③胡锦涛同志多次强调"两个务必"。党员应努力实践保持共产党员先进性的基本要求,永葆共产党人的政治本色。在新时期,以习近平为核心的中央领导集体更是注重党的干部道德建设,并在党的十八大报告指出,要"我们党是靠革命理想和铁的纪律组织起来马克思主义政党,纪律严明是党的光荣传统和独特优势" ④。他多次强调:"党要管党,首先是管好干部;从严治党,关键是从严治吏。"要"坚持正确用人导向,坚持德才兼备、以德为先。" ⑤党员干部只有保持先进性、纯洁性,才能始终赢得人民的信赖和拥护。纵观历史的历程,官德建设关系到党和国家事业的成败,在各个时期都是备受政府重视的。党员队伍的状况如何直接关系到政党能否永远保持先进性,关系到执政党的政治纲领能否实现。如今,尽管各届政府都将党内建设放在极其重要的地位,但是在实践中仍有干部道德失范的现象存在。这些现象为何产生,如何解决,是本文的研究重点。本文通过文献研究法对文献典籍中关于官德的论述进行检索,通过整理和归纳,取其精髓。并且,从纵向和横向两个维度对官德建设进行考量,从比较中分析其规律及发展动向。本文共分五个部分:第一部分为绪论,主要介绍本文研究背景、意义、方法及研究文献综述;第二部分重点阐述干部道德建设的重要意义,中国古代的官德建设、马克思主义经典作家的干部道德建设思想、当前我国干部道德建设的重要性;第三部分主要分析中国共产党干部道德建设的历史,从南湖上中国共产党诞生到新中国宣告成立,再到改革开放之前的干部道德建设,以及改革开放以来的干部道德建设和中国共产党关于干部道德建设的基本经验;第四部分阐述当前干部道德失范的现象及成因,阐述了失范的主要表现、所带来的危害,以及成因分析;第五部分是当前我国干部道德建设的着力点,阐述了树立科学的权力观是干部道德建设的前提,道德教育与道德自律相结合是提升干部道德建设的重要途径,建立完善的权力监督制衡机制是干部道德建设根本保证,从严治吏是干部道德建设的有效手段等四个方面。本文通过分析得出避免干部道德失范党和政府应进行政治体制改革,提出有利于推进官员道德建设的制度机制改革的建议。
