【摘要】：20世纪90年代以来，互联网在全球的飞速发展和普及，把人类带入了一个全新的信息网络时代，互联网不再是传播信息的媒介，而且深入到了人类政治、经济、文化和社会生活的各个领域并开始扮演主导角色，对各国的政治体系和公民政治参与产生了深刻影响，，也使我国的政治文明建设面临着新的机遇和挑战。如何利用机遇，应对挑战，推动公民网络政治参与，建设社会主义政治文明，这是时代为我们提出的一个新课题，本论文分四个部分对这一问题进行了分析和探讨。第一部分：主要阐述了本论文的选题意义和国内外研究现状，同时介绍了研究思路、方法以及本论文的创新和难点。第二部分：分别概述了政治文明和网络政治参与的概念和特征，并深入分析了网络政治参与对我国政治文明建设的作用和积极影响。第三部分：在阐述我国公民网络政治参与现状的基础上，深入分析了我国公民网络政治参与存在的问题及对政治文明建设的制约。第四部分：探索了以网络政治参与为契机推进我国政治文明建设的具体对策：积极创造条件，畅通公民网络政治参与渠道；加强规范，正确引导公民网络参政行为；消除“数字鸿沟”，为公民提供平等的网络参政机会。
[Abstract]:Since 1990s, with the rapid development and popularization of the Internet in the world, human beings have entered a new era of information network. The Internet is no longer the medium of information dissemination, but also goes deep into human politics and economy. All fields of cultural and social life have been playing a leading role, which has had a profound impact on the political system and the political participation of citizens in various countries, and has also made the construction of political civilization in China face new opportunities and challenges. Facing the challenge, pushing citizens to participate in network politics and building socialist political civilization is a new subject put forward by the times. This paper analyzes and discusses this problem in four parts. The first part: this paper mainly describes the significance of the topic and domestic and foreign research status, and introduces the research ideas, methods and the innovation and difficulties of this paper. The second part: it summarizes the concept and characteristics of political civilization and network political participation, and analyzes the role and positive influence of network political participation on the construction of political civilization in China. The third part: on the basis of expounding the current situation of citizen's network political participation in our country, this paper deeply analyzes the problems existing in our country's citizen's network political participation and the restriction to the construction of political civilization. Part 4th: it explores the concrete countermeasures to promote the construction of political civilization in our country with the opportunity of network political participation: actively creating conditions, unblocking the channels of citizens' network political participation, strengthening norms, and correctly guiding citizens' network participation in politics; Bridging the "digital divide" and providing equal opportunities for citizens to participate in politics on the Internet.
