“亲”和“清”的新型政商关系研究

【摘要】:一个国家的政商关系对其经济、社会的发展稳定具有很大程度的影响。从改革开放到现在,我国的经济、社会发展迅速,经历了广泛而又深刻的变革。民营企业从无到有,再到成为我国经济的重要组成部分,增强了我国经济可持续发展的内在动力,使我国政商关系进一步深化。现在,我国正处于全面深化改革促进市场化的过程之中,政商关系是理顺政府与市场关系的重点。然而,现阶段我国政商关系仍存在着诸多问题,甚至出现了一些扭曲的现象。2016年3月4日习近平总书记在讲话中指出要构建“亲”和“清”的新型政商关系。“亲”说明政府和企业之间需要亲密合作,是服务与被服务的关系;“清”则说明政府和企业之间要做到有序交往,划清边界。研究新型政商关系并非是对传统政商关系的否定,而是为了祛除传统政商关系之中存在的不益成分,最终建立起界限明晰、权责分明、交往有序、监督多元、参与规范、激励有为、协作共赢的新型政商关系。本文结构主要分为以下五个部分:第一章为引言部分,主要论述了选题的背景及其原因,在对国内外文献进行梳理的基础上,提出了文章研究的主要思路和框架。第二章为政商关系的相关概念论述,阐明了政商关系和新型政商关系的内涵。从社会经济发展、转变政府职能、企业成长的需要等角度分析了构建新型政商关系的必要性。第三章回顾了我国政商关系的发展历程,从宏观到微观分别分析了各个时期的政商关系特点,并总结了我国政商关系现状。分析了我国政商关系存在的主要问题,从双方需求和动机的角度挖掘政商关系存在问题的深层次原因。第四章从法治理念、实践方式和文化基础三个方面探讨了我国“亲”和“清”的新型政商关系构建思路。第五章为结论。
[Abstract]:The political and commercial relations of a country have a great influence on its economic and social development and stability. From the reform and opening up to the present, China's economy and society have developed rapidly and experienced extensive and profound changes. It has become an important part of our economy, strengthened the internal motive force of our country's economic sustainable development, and further deepened the relationship between government and business in our country. Now, our country is in the process of comprehensively deepening reform and promoting marketization. The relationship between government and business is the key to straighten out the relationship between government and market. However, at present, there are still many problems in the relationship between government and business in our country. There have even been some distortions. In a speech on March 4, 2016, General Secretary Xi Jinping pointed out the need to build a new type of political and commercial relationship between "pro-government" and "Qing". "Pro-government" shows the need for close cooperation between the government and enterprises. "Qing" means that the government and the enterprise should communicate in an orderly manner and draw a clear boundary. The study of the new relationship is not a negation of the traditional relationship between the government and the business. But in order to dispel the unbeneficial elements existing in the traditional political and commercial relations, and finally to establish clear boundaries, clear powers and responsibilities, orderly exchanges, multiple supervision, participation in norms, and motivation. The structure of this paper is divided into the following five parts: the first chapter is the introduction part, mainly discusses the background of the topic and its reasons, on the basis of combing the literature at home and abroad. This paper puts forward the main ideas and framework of this paper. The second chapter discusses the related concepts of the relationship between politics and business, clarifies the connotation of the relationship between politics and business and the new relationship between government and business, and transforms the functions of the government from the development of social economy to the transformation of government functions. The third chapter reviews the development course of our country's political and commercial relations, and analyzes the characteristics of the political and commercial relations in each period from macro to micro. It also summarizes the current situation of our country's political and commercial relations, analyzes the main problems existing in our country's political and commercial relations, and excavates the deep-seated causes of the problems from the point of view of the needs and motives of both sides. Chapter four discusses the concept of rule of law. In this paper, the author probes into the construction of the new relationship between government and business in China from three aspects of practice and cultural foundation. Chapter five is the conclusion.
