新时期党外知识分子统战工作探析

【摘要】：随着改革开放的不断变化、发展,党外知识分子作为新时期统一战线的重要组成部分在中国特色现代化建设中发挥着重要作用。我国党外知识分子统战工作面临人员数量大,构成复杂,工作对象难以统计、发现;思想及价值观多元,群体内诉求不同;向心力不强,参政议政意愿强烈,但途径有限;组织僵化、管理松散,国有企事业单位党外知识分子工作边缘化严重;“新三种人”统战工作要求较高,任务较重等问题。这些问题的成因主要有:改革开放深化,国内外各方势力共同作用,使党外知识分子统战工作任务加重;知识分子特立独行,批判性较强,不适应社会环境;现实诉求的多元化和知识分子的使命感导致党外知识分子参政议政意愿强烈;党政机关缺乏对党外知识分子工作的系统支持、方法陈旧;新时期党外知识分子工作处理新状况、新问题的能力不强。今后我国党外知识分子工作应从以下方面出发:积极构建大统战格局,在全党、全社会范围内,共同开展统战工作,配齐配强工作力量,为党外知识分子统战工作有效开展提供前提保障。加强政治引导,开展理想信念教育,牢固树立社会主义核心价值观;对党外知识分子开展普查摸底工作,及实现掌握底数,建立数据库,力求展现全貌的工作效果;鼓励党外知识分子成立自治性质的组织机构和具有统战色彩的民间组织,以此加强党外知识分子间的联合、沟通,并开展活动,为党外知识分子参与社会活动、回报社会提供平台;拓展政治民主协商的渠道和途径,以适应党外知识分子利益诉求的多样化和参政意愿的积极性,同时使广大党外知识分子都能够通过正规、合法渠道参与民主协商;中央统战工作会议中特殊划定了党外知识分子中的“新三种人”,对于这部分统战成员,需要分类施策,有区别、有针对的开展工作,以确保取得工作实效。只有不断注入新的力量,才能保证一个群体始终具有生命力,所以要在党外知识分子这一群体中,要成立一支代表人士队伍,并不断扩大、充实这支队伍,通过代表人士的榜样作用,带动整个党外知识分子群体积极、活跃。要在全国、全社会范围内做好党外知识分子工作,就必须提高统战工作者的能力、素质,保证统战人员能够跟得上时代变化,能够正确处理统战事业的新形势、新情况。
[Abstract]:With the continuous change and development of reform and opening up, non-Party intellectuals, as an important part of the United front in the new period, play an important role in the modernization construction with Chinese characteristics.The United front work of non-Party intellectuals in our country is faced with a large number of personnel, complex composition, difficult to count the objects of work, multiple thoughts and values, different demands within the group, weak centripetal force, strong will to participate in political affairs, but limited channels;The organization is rigid, the management is loose, the work of the intellectuals outside the party in the state-owned enterprises and institutions is seriously marginalized, and the United front work of the "new three kinds of people" requires higher requirements and the tasks are heavier.The main causes of these problems are as follows: deepening reform and opening up and the joint action of various forces at home and abroad make the task of United front work for intellectuals outside the Party more serious the intellectuals are maverick highly critical and unable to adapt to the social environment;The diversity of realistic demands and the sense of mission of intellectuals lead to a strong willingness of non-Party intellectuals to participate in government and discuss politics; the party and government organs lack systematic support for the work of non-Party intellectuals, and the methods are obsolete; and in the new period, the non-Party intellectuals' work deals with new situations.The ability to solve new problems is weak.In the future, the work of intellectuals outside the Party should proceed from the following aspects: actively constructing the pattern of large-scale United front work, jointly carrying out United front work within the whole party and the whole society, and matching and strengthening the work forces;The United front work for non-party intellectuals to effectively carry out the premise guarantee.Strengthen political guidance, carry out ideal and belief education, firmly establish socialist core values, carry out general survey and mapping work for intellectuals outside the party, realize mastering basic numbers, establish database, and strive to show the overall effect of work;Non-Party intellectuals are encouraged to set up autonomous organizations and non-governmental organizations with the color of United front work, so as to strengthen the alliance and communication among non-Party intellectuals, and carry out activities to participate in social activities for non-Party intellectuals.To return to society to provide a platform; to expand channels and channels for political and democratic consultation to meet the diverse interests of non-Party intellectuals and the enthusiasm of their willingness to participate in politics; and at the same time to enable the vast numbers of non-Party intellectuals to pass through the formal process.Participation in democratic consultations through legal channels; the Central United Front work Conference specifically defined the "new three kinds of people" among non-Party intellectuals. For this part of the United front members, it is necessary to carry out their work in a classified, differentiated and targeted manner.To ensure the effectiveness of the work.Only by constantly injecting new forces can we ensure that a group will always have vitality.
