中国社会协商发展的问题及对策研究

【摘要】：随着中共十八大以来,党和政府提出要完善中国协商民主体系的建设,社会协商发展将成为完善协商民主体系的重要方面。社会协商的发展不仅能缓和社会矛盾,改善政府与人民之间的关系,加强社会协作,更有利于决策科学化,提升决策的合法性和有效性。理清社会协商发展存在的问题,是破解社会协商制度化发展路径的必然选择,是推进协商民主体系完善的必然选择。中国社会协商发展中曲折发展,获得了很多宝贵经验,也沉淀了社会协商发展理论。中国社会协商在不断发展中取得了一定的效果,但是在发展过程中也暴露出一些问题,包括实践中存在的问题和理论发展中的问题。首先,社会协商发展中遇到的实践问题有三个:参与双方如何平等、协商程序如何制定、协商成本如何控制等。进而分析实践问题所产生的原因:第一是政府的主导定位与制度缺乏导致协商体制缺乏张力,第二是阶层分化与经济压力带来的经济现实,第三是人民团体力量不够缺乏社会基础。其次,社会协商发展至今已经积淀很多理论,然而目前仍然存在一些理论研究方面的不足,主要有三个方面:传统协商文化没有被吸收进来、中国社会协商的发展不能照搬西方协商民主理论,马克思主义民主理论亟待完善发展。分析社会协商理论问题可以发现造成的原因主要是传统协商文化未受重视、理论与实践发展不相适应、尚未构建出中国社会协商话语体系。在分析了社会协商发展中存在问题和原因的基础上,为了促进中国社会协商进一步发展,让社会协商发挥其协商讨论的价值和意义,探讨促进中国社会协商发展的对策:第一,构建中国特色社会协商理论,把传统社会协商文化、群众路线等思想基础纳入进来;第二,健全社会协商的制度体系,规范社会协商参与主体的法律地位和作用,规范社会协商的程序,避免社会协商在实践中出现的问题;第三,完善社会协商的监督机制,设立专门监督小组,完善问责机制、信息公示机制;第四,发展人民团体的作用,培育人民团体的协商能力,发挥人民团体的功能。社会协商是能够帮助政府了解群众利益诉求的一种沟通渠道,如何在社会实践中运用好社会协商制度、机制,帮助政府科学决策和民主决策,是社会协商发展的一个重要任务。
[Abstract]:Since the 18th National Congress of the Communist Party of China, the Party and the government have proposed to perfect the construction of China's consultative democracy system, and the development of social consultation will become an important aspect of perfecting the consultative democracy system. The development of social consultation can not only ease the social contradictions, improve the relationship between the government and the people, strengthen social cooperation, but also help to make decisions more scientific and enhance the legitimacy and effectiveness of decision-making. To clear up the problems existing in the development of social consultation is the inevitable choice to solve the development path of the institutionalization of social consultation and the inevitable choice to promote the perfection of the democratic system of consultation. The development of social consultation in China has gained a lot of valuable experience and precipitated the development theory of social consultation. Social consultation in China has achieved certain results in the continuous development, but in the process of development, some problems have been exposed, including the problems in practice and the problems in the development of theory. First of all, there are three practical problems in the development of social negotiation: how to equalize the two sides, how to formulate the negotiation procedure, how to control the negotiation cost, and so on. Then it analyzes the causes of the practical problems: first, the lack of tension in the consultation system caused by the leading position of the government and the lack of the system; secondly, the economic reality brought by the stratification and economic pressure. Third, people's organizations are not strong enough to lack the social foundation. Secondly, the development of social consultation has accumulated a lot of theories up to now. However, there are still some deficiencies in theoretical research at present. There are mainly three aspects: the traditional negotiation culture has not been absorbed. The development of social consultation in China cannot copy the western theory of consultative democracy, and the Marxist theory of democracy needs to be improved. By analyzing the problems of social negotiation theory, we can find that the traditional negotiation culture has not been attached importance to, the theory and practice have not adapted to the development, and the discourse system of social negotiation in China has not been constructed. On the basis of analyzing the existing problems and reasons in the development of social consultation, in order to promote the further development of social consultation in China, let social consultation give play to the value and significance of its consultation and discuss the countermeasures to promote the development of social consultation in China: first, Construct the theory of social consultation with Chinese characteristics, bring into account the traditional social consultation culture, mass line, etc. Second, perfect the system of social consultation, standardize the legal status and role of the participants in social consultation. To standardize the procedures of social consultation and to avoid the problems arising from social consultation in practice; third, to improve the supervision mechanism of social consultation, to set up special supervision groups, to improve accountability mechanisms, and to publicize information; fourth, to develop the role of people's organizations. Cultivate the consultative ability of the people's organizations and give play to the functions of the people's organizations. Social consultation is a communication channel that can help the government to understand the interests of the masses. How to make good use of the social consultation system and mechanism in social practice and help the government to make scientific and democratic decisions is an important task for the development of social consultation.
