基层公务员公共服务能力提升的问题研究

【摘要】:随着市场经济发展和行政管理体制改革的不断推进,服务型政府建设已成为我国政府改革与发展的方向,党的十八大报告也明确提出推动政府职能向创造良好发展环境、提供优质公共服务转变,这就要求具有高素质、专业化的公务员队伍将党的政策方针具体落实到为民服务的行动上,基层公务员作为公务员队伍的主体,是政府职能的具体执行者,是政府与群众联系的桥梁和纽带,其服务能力直接代表政府的执政能力,提高基层公务员的公共服务能力已成为服务型政府建设的战略任务。近些年我国公务员的能力建设虽已积累了一些经验,但公共服务能力的评价标准比较模糊,没有进行分级分类明确界定,而且随着社会发展和经济形势的不断变化,公务员的服务能力与人民日益增长的公共需求不相适应,比如当前部分基层公务员存在公共服务意识淡薄、文化素质及专业能力较低、缺乏法律意识等问题,这些问题阻碍了我国服务型政府的进程,降低了政府在人民群众心中的公信力,影响了社会和谐的稳定与发展,已成为当前十分紧迫的现实问题。基层公务员的重要性和现实问题是促使我进行深入研究的原因,希望通过分析和思考探寻基层公务员公共服务能力提升的对策,为建设我国服务型政府提供有益探索。本论文主要有五个部分,第一部分是引言,主要介绍论文的研究背景及意义,国内外研究现状、研究方法、创新点和研究框架,第二部分是基层公务员公共服务能力概述,包括相关概念界定、提升基层公务员公共服务能力的意义和理论基础,第三部分对我国基层公务员公共服务能力的现状进行分析,包括介绍当前的实践情况,指出存在的问题和原因,第四部分介绍发达国家基层公务员能力建设的经验,对我国基层公务员能力提升具有一定的启示和借鉴作用,第五部分指出基层公务员公共服务能力提升的对策,应重视公共服务理念的更新,强化为民服务意识,加强基层公务员的能力培训与开发,细化服务评价标准,加强监督管理,引入公民参与的服务评价制度,健全相关法律法规。
[Abstract]:With the development of market economy and the reform of administrative system, the construction of service-oriented government has become the direction of government reform and development in our country. The transformation of providing quality public services requires a highly qualified and professional civil servant contingent to concretely implement the Party's policy and guidelines on the action of serving the people, and grass-roots civil servants as the main body of the civil service, It is the concrete executor of the government function and the bridge and link between the government and the masses. Its service ability directly represents the government's ruling ability, and improving the public service ability of the grass-roots civil servants has become the strategic task of the service-oriented government construction. Although some experience has been accumulated in the capacity building of civil servants in China in recent years, the evaluation criteria of public service capacity are rather vague, and they are not clearly defined by classification and classification, and with the development of society and the changing of economic situation, The service ability of civil servants is not in line with the increasing public demand of the people. For example, at present, some grass-roots civil servants have some problems such as weak public service consciousness, low cultural quality and professional ability, lack of legal awareness, and so on. These problems have hindered the process of our service-oriented government, reduced the credibility of the government in the hearts of the people, affected the stability and development of social harmony, and become a very urgent practical problem. The importance and practical problems of grass-roots civil servants are the reasons for my in-depth research. I hope to explore the countermeasures of improving the public service capacity of grass-roots civil servants through analysis and reflection, and provide a beneficial exploration for the construction of service-oriented government in our country. This thesis has five parts, the first part is the introduction, mainly introduces the research background and significance, the domestic and foreign research present situation, the research method, the innovation point and the research frame, the second part is the grass-roots civil servant public service ability summary. Including the definition of relevant concepts, the significance and theoretical basis of improving the public service capacity of grass-roots civil servants. The third part analyzes the current situation of the public service capacity of grass-roots civil servants in China, including the introduction of the current practice situation. Pointing out the problems and reasons, the fourth part introduces the experience of the capacity construction of the grass-roots civil servants in developed countries, which has some enlightenment and reference function for the improvement of the capability of the grass-roots civil servants in China. The fifth part points out the countermeasures of improving the public service ability of the grass-roots civil servants, which should pay attention to the renewal of the public service concept, strengthen the consciousness of serving the people, strengthen the ability training and development of the grass-roots civil servants, refine the service evaluation standard, and strengthen the supervision and management. Introduction of citizen participation in the service evaluation system, improve the relevant laws and regulations.
