我国公务员聘任法律制度研究
[Abstract]:With the continuous development of the times, the traditional mode of public administration has not been able to meet the needs of government public management, some western countries began to carry out a new public management movement. The appointment system of civil servants is the product of the new public management theory and practice, and a major measure of the public sector reform in the western developed countries. It is the trend of the times to introduce flexible and flexible market-oriented competition mechanism into the public sector and to reform the government personnel management system by employing civil servants under contract system. China proceeds from its own national conditions and draws lessons from the successful experience of the western countries in the implementation of the appointment system. In recent years, the appointment system has also been actively promoted to reform the traditional civil service personnel management system. The Civil servants Law of the people's Republic of China promulgated in 2005 has a clear stipulation on the appointment system. In 2007, Shenzhen City and Pudong New area of Shanghai worked on the appointment system. For the first batch of cities in the country to implement the civil service appointment system, At present, more than ten provinces have launched civil service appointment system pilot work. However, the appointment system of civil servants in our country is still a new thing, the theoretical research is not deep, and in the process of implementation of the appointment system of civil servants, it has achieved good results, but also encountered a lot of obstacles. In view of this, this article carries on the research to our country civil servant appointment system this legal system, first through introduces the civil servant appointment system connotation and the theory foundation, and makes the comparison with other systems, makes us have the simple understanding to this system, Secondly, it analyzes the civil servant appointment system in our country, including the domestic and foreign background, the specific provisions of our laws and the actual implementation of the pilot areas, on the basis of which, This paper summarizes the significance and existing problems of the civil servant appointment system in our country, and finally puts forward some measures to solve the problem in order to perfect the civil servant appointment system in our country.
