富县县城城市总体布局研究

【摘要】：近年来,随着一系列国家政策向西部地区的倾斜,以及陕北能源经济发展新格局的产生,陕北地区城镇建设与发展受到人们越来越多的关注。随着陕西省能源与红色旅游这一发展战略的提出,位于延安南部的富县县城地位也大幅度提升。在城市快速发展背景下,富县城镇化率不断提高,而河谷地形条件与城市可利用发展空间等问题逐渐突出,城市发展机遇与现实状况矛盾骤显,致使县城的功能、结构、形态各个方面开始面临着大调整。另一方面,富县县城作为陕北地区一个典型的多枝状河谷小城镇,如何合理、特色的城市总体布局,并为其他河谷城市建设带来一定的参考借鉴,具有重要的现实意义。论文从城市概况与城市现状总体布局入手,对目前富县县城功能、结构和形态三方面进行深入梳理,再以城市服务功能为基本出发点,以解决问题、彰显地域特色为目的,分别从城市功能、结构、形态三方面提出总体布局的调整思路与对应策略:在城市功能上,致力于将县城打造为富县县域中心,延安市南部交通枢纽,以能源化工与商贸服务业为主的山水园林城市;在城市结构上,确定了南进、北控、东延、中调的城市发展方向,“一轴两带,多心,组团式发展”的城市空间结构,“组团串联、主次有序”城市道路系统、“两条滨水绿带、三级绿化节点、外围绿化渗透”的城市绿化结构;在城市形态上,结合山水景观资源,延续“唐韵凤凰山水城”的城市平面形态,建立基于生态效益的“面、廊、线、点”绿地网络,形成“绿‘楔’引山景、洛水润‘凤’城”的山水城市景观,明确各组团的城市风貌特色,根据不同用地开发强度指标与城市景观塑造要求,打造丰富、层次感强的城市总体空间形态,注重城市外围界面与滨水景观界面的塑造,严格控制城市天际线,打造建筑、山体协调一致的界面景观,彰显特色鲜明的陕北河谷城市自然风光。最后,将富县纳入陕北地区河谷城镇这一概念范围,为该类城市总体布局方法提出一些建议。
[Abstract]:In recent years, with the tilting of a series of national policies to the western region and the emergence of a new pattern of energy economy development in northern Shaanxi, more and more attention has been paid to the construction and development of cities and towns in northern Shaanxi.With the development strategy of energy and red tourism in Shaanxi Province, the status of Fuxian county located in the south of Yan'an has been greatly promoted.Under the background of rapid urban development, the urbanization rate of Fuxian County is increasing, while the problems of river valley terrain condition and the available development space of the city are gradually prominent. The contradiction between the opportunity for urban development and the actual situation has suddenly appeared, resulting in the function and structure of the county seat.All aspects of the form began to face a major adjustment.On the other hand, as a typical multi-branched river valley town in northern Shaanxi, the Fuxian county town has important practical significance, how to reasonably and characteristic the overall layout of the city and bring some reference for the construction of other river valley cities.Starting with the general situation of the city and the overall layout of the city, this paper makes a thorough analysis of the function, structure and form of the county seat in Fuxian County, and then takes the urban service function as the basic starting point to solve the problem and highlight the regional characteristics.From three aspects of urban function, structure and form, this paper puts forward the adjustment ideas and corresponding strategies of the overall layout: in the urban function, it is committed to making the county seat into the center of Fuxian county, and the transportation hub in the south of Yan'an.The landscape garden city, which is mainly composed of energy, chemical industry and trade service industry, has determined the urban development direction of southward, north control, eastward extension and middle tune, and the urban spatial structure of "one axis, two belts, multi-center, group development" is defined in the urban structure.The urban greening structure of "group in series, primary and secondary orderly" urban road system, "two waterfront green belts, three greening nodes, peripheral greening infiltrating"; in urban form, combined with landscape resources,Continuing the urban plane form of "Tangyun Phoenix Mountain Water City", establishing the green space network of "face, corridor, line and point" based on ecological benefit, forming the landscape of "green wedge" to attract mountain scenery and Luoshui run 'Feng' city.Make clear the urban features of each group, according to the different land use development intensity index and the city landscape mold request, create the rich, hierarchical sense of the overall urban space form, pay attention to the outside of the city interface and waterfront landscape interface molding,Strictly control the city skyline, build the building, the mountain body coordinated interface landscape, highlight the distinctive features of the northern Shaanxi river valley urban natural scenery.Finally, the paper brings Fuxian county into the concept of valley town in northern Shaanxi, and puts forward some suggestions for the general layout of this kind of city.
