宝鸡金陵新村更新策略与规划设计研究

【摘要】:当前我国城市化进入以“提质增效”为主的转型发展阶段。促进老旧住区更新工作既是国家城市发展战略及政策的明确要求,也是很多城市发展的内在需要。在此背景下,宝鸡市政府计划五年内对市区数百个老旧住区进行更新改造,并选取金陵新村作为旧住区更新的先期试点。但是实际更新工作的目标定位,改造资金支持,短期需要实施建设等问题和前置条件,直接影响和约束着金陵新村的更新内容及具体设计。本文将立足于金陵新村更新的现实情况,对其更新规划进行深入的研究。住区更新的首要问题是确定更新的目标定位以指导后续改造设计及建设。本文首先对金陵新村的历史价值,建成环境和更新主体诉求等因素进行分析,借鉴适宜的更新理念,确定金陵新村的更新目标。而影响更新目标完成的首要因素是更新资金的支持。因此,本研究基于更新目标进行了总体资金预估,找出资金总体缺口矛盾。结合案例和宝鸡现实情况,分析应对资金问题的途径方法,并根据实际资金支持结果对更新具体的项目内容进行分配,构建此次金陵新村更新规划建设项目库。而项目库内容需高效实施建设的要求和目标,也客观影响着后续规划设计。故而研究进一步分析了具体更新项目的实施建设特点等,对项目的建设对策和建设时序进行规划和安排。最后,结合前述的更新目标,资金和建设等方面的因素条件,从道路交通系统,市政及公共服务设施,绿地景观空间和住宅建筑物几大方面总结出更新项目的定位及改造原则,并结合住区建设现状问题,进行具体更新设计应对。本文从前期更新目标构建,资金及建设层面的约束条件分析,到后期针对具体项目设计几个层面,分别提出了相应的应对策略及措施,使宝鸡金陵新村的更新建设能够合理、有序的进行。同时为宝鸡其他的住区更新规划建设提供借鉴。
[Abstract]:At present, China's urbanization has entered the stage of transformation and development with "improving quality and increasing efficiency". To promote the renewal of old and old residential areas is not only the explicit requirement of national urban development strategy and policy, but also the inherent need of many cities' development. In this context, Baoji Municipal Government plans to renovate hundreds of old residential areas in the urban area within five years, and selects Jinling New Village as a pilot project for the renewal of old residential areas. However, the target orientation of actual renewal work, reconstruction fund support, short term construction and other problems and preconditions directly influence and restrict the renewal content and concrete design of Jinling New Village. Based on the actual situation of Jinling New Village renewal, this paper makes an in-depth study on its renewal planning. The primary problem of residential renewal is to determine the target orientation of the renewal to guide the design and construction of subsequent reconstruction. This paper first analyzes the historical value, built environment and renewal subject of Jinling New Village, and determines the renewal goal of Jinling New Village by referring to the appropriate renewal idea. And the primary factor that affects the achievement of the renewal target is the support of the renewal fund. Therefore, based on the updated target, this study estimates the total funds and finds out the contradiction of the overall funding gap. According to the case and the actual situation of Baoji, this paper analyzes the ways and means to deal with the fund problem, and distributes the specific project contents according to the result of actual fund support, and constructs the new planning and construction project database of Jinling New Village. The content of the project library needs to carry out the requirements and objectives of construction efficiently, which also affects the subsequent planning and design objectively. Therefore, the paper further analyzes the characteristics of the implementation of the specific renewal project, and plans and arranges the construction countermeasures and timing of the project. Finally, in combination with the above-mentioned renewal objectives, capital and construction factors, the positioning and renovation principles of the renewal project are summarized from the road traffic system, municipal and public service facilities, green space landscape space and residential buildings. Combined with the current situation of residential construction, the specific update design response. In this paper, from the pre-renewal target construction, capital and construction level constraints analysis, to the later stage of specific project design several levels, respectively, put forward the corresponding strategies and measures, so that Baoji Jinling new village renewal and construction can be reasonable, Proceed in an orderly manner At the same time for Baoji other residential renewal planning and construction to provide reference.
