影响澳大利亚国家亚洲语言学习战略的经济和政治因素

【摘要】:1994年澳大利亚联邦政府颁布了《国家亚洲语言学习及研究教育政策》并成立特别工作组,在全国范围内正式启动了亚洲语言学习项目,讨论已久的将若干亚洲语言优先化以促进国民对其的熟练掌握这一议题至此尘埃落定。在大量资金的支持下,这项政策得以实施至2002年。实施《国家亚洲语言学习及研究教育政策》以推广全国性的亚洲语言的学习和使用,在澳大利亚联邦政府制定语言政策的历史上是一项前所未有的突破,探讨这一举措背后的原理对于研究澳大利亚国家语言政策具有一定的启示性意义。本文提出研究假设,即澳大利亚实施全国性的亚洲语言教育政策是基于经济方面的需要,和亚洲日益增强的贸易经济关系驱动着澳大利亚政府着手制定亚洲语言教育的战略,亚洲语言被看作是资源构成和人力资本,推广亚洲语言是为了满足澳大利亚的经济利益需求。文中采用数据分析、文本分析以及内容分析的方法来展开对以上假设的可行性研究论证。本文首先从多个角度来分析验证经济因素与澳大利亚亚洲语言政策之间的关系,研究内容包括澳大利亚与迅速崛起的东亚之间的贸易往来,澳大利亚贸易类型的转变和来自工商界的相关语言诉求,优先亚洲语言的形成和演变,当时的政府所进行的宏观经济改革,以及亚洲经济危机的爆发与澳大利亚将语言政策的重心转移到国内读写能力这一现象之间的关系。研究发现澳大利亚学习亚洲语言的积极性的确与经济形势存在密不可分的关系。接下来,通过研究亚洲语言学习政策的制定和实施的过程,文章发现政治因素也同样影响着这一战略的形成和发展。文中提出的假设只能得到部分证明,因为经济利益并不是澳大利亚亚洲语言学习政策的唯一决定因素,政治原因也起着相当的影响作用。联邦政府和州政府之间紧张的关系、对亚洲语言学习战略的公关管理、政策控制权的斗争以及之后的联邦政府对待该战略的不同态度都在影响着澳大利亚亚洲语言学习政策的形成和实施。经济利益和政治因素共同驱动着澳大利亚国家亚洲语言学习战略的实施。
[Abstract]:In 1994, the Federal Government of Australia promulgated the National Asian language Learning and Research Education Policy and set up a task force to formally launch the Asian language Learning Project nationwide. The long-discussed prioritization of several Asian languages to promote proficiency is now settled. Supported by large amounts of money, the policy was put into effect until 2002. The implementation of the National Asian language Learning and Research Education Policy to promote the learning and use of national Asian languages is an unprecedented breakthrough in the history of the language policy of the Australian Federal Government. To explore the principle behind this action has certain enlightening significance for the study of Australian national language policy. This paper proposes a research hypothesis that Australia's national policy on Asian language education is based on economic needs and that the growing trade and economic relationship in Asia has driven the Australian government to develop a strategy for Asian language education. Asian languages are seen as resource formation and human capital, and the promotion of Asian languages is designed to meet Australia's economic interests. The methods of data analysis, text analysis and content analysis are used to demonstrate the feasibility of the above hypotheses. This paper first analyzes the relationship between economic factors and Australian Asian language policy from several angles, including the trade between Australia and the rapidly rising East Asia. The shift in trade types in Australia and related language demands from the business community, giving priority to the formation and evolution of Asian languages, the macroeconomic reforms undertaken by the then government, And the relationship between the outbreak of the Asian economic crisis and Australia's shift in language policy to domestic literacy. The study found that Australia's motivation to learn Asian languages is inextricably linked to the economic situation. Then, by studying the process of making and implementing Asian language learning policies, the paper finds that political factors also influence the formation and development of this strategy. The hypothesis presented in this paper can only be partially proved because economic interests are not the only determinants of Australian Asian language learning policy and political reasons also play a significant role. Strained relations between the federal and state governments, public relations management of the Asian language learning strategy, The struggle for policy control and the different attitudes of the federal government towards the strategy have influenced the formation and implementation of Australian policy on language learning in Asia. Economic interests and political factors together drive the implementation of the Australian National Asian language Learning Strategy.
