罗马尼亚转型后小族语言教育权利研究

【摘要】：罗马尼亚拥有复杂的民族历史及人数众多的小族群体。1989年国家政体转型后,小族语言教育权利问题成为政府关注的焦点。本文着眼于罗马尼亚转型后小族语言教育权利问题,通过阐述小族群体在语言教育权利上的诉求和目标及相关法律体系,重点分析保护小族语言教育权利所面临的障碍与挑战。研究发现,民族主义发展的历史环境与主体民族想象的威胁、小族群体的集体记忆与民族认同以及主体民族和小族群体对语言权利与平等的不同解读构成了保护小族语言教育权利的主要挑战。主体民族政治精英们对小族语言教育权利的调节空间有限,该权利的真正实现仍需各个族群的共同努力。
[Abstract]:Romania has a complex national history and a large number of small ethnic groups. After the transformation of the national polity in 1989, the issue of minority language education right has become the focus of the government. This paper focuses on the rights of language education of small ethnic groups in Romania after the transition, and analyzes the obstacles and challenges to protect the rights of language education of small ethnic groups by expounding the demands and objectives of minority groups in language education rights and the relevant legal systems. It is found that the historical environment of the development of nationalism and the threat of the imagination of the subject nation, The collective memory and national identity of minority groups, as well as the different interpretations of language rights and equality between the subject and minority groups, constitute the main challenges to the protection of minority language education rights. The main national political elites have limited space to regulate the right of minority language education, and the real realization of this right still needs the joint efforts of all ethnic groups.
