云南省中小学德育政策实施研究

【摘要】：中小学作为每个学生终身发展的重要阶段,为学生终身发展奠基,关系到每个家庭的幸福。要在切实培养青年学生成长成才方面承担起“奠基”责任,把立德树人作为基本使命,把促进学生健康成长作为学校一切工作的归宿。“德”是做人的根本,青少年学生处在人生观、世界观、价值观形成的决定时期,教育要紧紧抓住这个点,按照教育的规律来实施“立德树人”工作,这就要求在学校教育中真正把德育放在首位。全省中小学德育政策实施的如何严重关系到全省学校德育体制的运行和工作的开展。目前我国还没有针对云南省中小学德育政策的实施存在相关精细的研究,从而弥补中小学德育政策实施研究的一些空白,更好地推动云南省中小学德育政策的制定、执行,推动全省德育教育跨越式发展。十八大以来,教育部和全国各省都在积极探索中小学德育发展的新思路,云南省也在探索制定学校德育“十三五”规划,力图形成有云南独特的德育工作新局面。在这种历史背景下,研究云南省中小学德育政策实施情况,有助于进一步推进云南省中小学的德育工作。论文主要采用文献研究法、问卷调查法等研究手段,针对云南省中小德育政策实施现状、问题及国内外经验对比进行研究,进一步提出完善云南省德育政策实施的对策建议,以推动中小学德育教育跨越式发展。
[Abstract]:As an important stage of the lifelong development of every student, primary and secondary schools lay the foundation for the lifelong development of students, which is related to the happiness of each family. The basic mission is to promote the healthy growth of students as the end-result of all work in the school. "morality" is the basis of life, young students in the life, world outlook, values of the formation of the decision period. Education should firmly grasp this point, according to the law of education to carry out the work of "moral education to create people." This requires that moral education should be put in the first place in school education. How to implement the moral education policy in primary and secondary schools in the province has a serious bearing on the operation and work of the school moral education system in the province. At present, China has not yet targeted at Yunnan Province. The implementation of the policy of moral education in primary schools is closely related to the research. Thus make up for some gaps in the implementation of moral education policy in primary and secondary schools, better promote the formulation and implementation of moral education policy in primary and secondary schools in Yunnan Province, and promote the leap-forward development of moral education in the province since the 18 National Congress. The Ministry of Education and all provinces of the country are actively exploring new ideas for the development of moral education in primary and secondary schools, and Yunnan Province is also exploring the formulation of the 13th Five-Year Plan for moral Education in Schools. Try to form a unique new situation of moral education in Yunnan. In this historical background, the implementation of moral education policy in primary and secondary schools in Yunnan Province is studied. It is helpful to further promote the moral education in primary and secondary schools in Yunnan Province. This paper mainly adopts the method of literature research and questionnaire survey, aiming at the status quo of the implementation of the policy of middle and small moral education in Yunnan Province. In order to promote the leap-forward development of moral education in primary and secondary schools, this paper makes a comparative study of the problems and experiences at home and abroad, and puts forward some countermeasures and suggestions to perfect the implementation of moral education policy in Yunnan Province.
