呼伦贝尔市新巴尔虎左旗中小学教师队伍建设现状及对策研究

【摘要】:教师队伍建设问题,直接影响着全旗中小学教师的专业进步和教育质量的提高。2012年,国务院制定印发的《关于加强教师队伍建设的意见》提出,到2020年,要形成一支师德高尚、业务精湛、结构合理、充满活力的高素质专业化教师队伍。近年来,新巴尔虎左旗在教师队伍建设方面,加大力度,多措并举,取得了一定成效,但仍然存在着结构不合理、师资配备不均衡等一系列不容忽视的问题。随着教育现代化的发展,加强新时期中小学教师队伍建设刻不容缓,势在必行。本文以新巴尔虎左旗6所中小学教师队伍为研究对象,采取调查问卷、面对面访谈及实地调研相结合的研究方法,客观、详实地分析当前全旗中小学教师队伍建设现状,梳理归类同类型问题,多角度剖析存在问题及原因,进而提出了有针对性的解决对策。论文第一部分引言,涵盖了选题意义、研究现状、研究方法及创新之处四个方面。论文第二部分介绍了新巴尔虎左旗教育事业发展与中小学教师队伍基本情况,主要表现在教育水平显著提升、学前教育优质发展、义务教育均衡发展,达到了现代标准化学校办学水平等方面,同时列举了近年来新巴尔虎左旗在加强中小学教师队伍建设方面采取的措施,主要表现在加强制度建设、保障教师培训经费、加强培训力度、实施城乡教师双向流动制度、逐步提高教师待遇以及重视师德师风教育等方面。论文第三部分阐述了新巴尔虎左旗中小学教师队伍现状调查与结果分析,利用调查问卷、访谈等方法,广泛获取一手资料,并加以分析研究,剖析问题。论文第四部分介绍了新左旗中小学教师队伍建设存在的问题主要表现在教师队伍结构性矛盾突出、中小学教师队伍整体素质有待提高、培训缺乏有效性以及国家政策调整派生出来的问题等方面。论文第五部分归纳其产生原因,主要是由于受机构编制总量的控制,“能进能出”机制不完善、不利的地理和区位条件使我旗缺乏人才竞争优势以及待遇低、激励机制缺乏等方面。论文第六部分提出了加强新巴尔虎左旗中小学教师队伍建设的对策,从进人机制、合理调配编制资源、加强培训、深化人事制度改革、切实加强师德教育、进一步提高教师待遇等方面加以论述。论文最后部分结语,对本次研究过程进行了全面概括的总结,提出了论文研究的价值所在,同时也分析了研究中存在的不足之处,以及下一步研究需改进之处。
[Abstract]:The construction of the teaching staff has a direct impact on the professional progress and the improvement of the quality of education of primary and secondary school teachers. In 2012, the State Council formulated and issued the "opinions on strengthening the Construction of the Teachers' contingent", which was put forward by 2020. We should form a team of highly qualified and professional teachers with noble ethics, exquisite business, reasonable structure and full of vitality. In recent years, New Barr Tiger Zuo Banner has made some achievements in the construction of teachers' team, but there are still a series of problems, such as unreasonable structure and unbalanced teaching staff, which can not be ignored. With the development of educational modernization, it is imperative to strengthen the construction of primary and middle school teachers in the new period. Taking the teachers of 6 primary and middle schools in New Barhu Zuo Banner as the research object, adopting the research methods of questionnaire, face to face interview and field investigation, this paper objectively and detailedly analyzes the present situation of the construction of teachers' team in the whole flag of primary and middle schools. Combing and classifying the same type of problems, analyzing the existing problems and reasons from various angles, and then putting forward targeted countermeasures. The first part of the paper covers the significance of the topic, research status, research methods and innovations in four aspects. The second part of the paper introduces the development of educational cause and the basic situation of primary and middle school teachers in the New Balhu left Banner, which are mainly reflected in the significant improvement of education level, the development of quality preschool education, and the balanced development of compulsory education. At the same time, it lists the measures taken in recent years to strengthen the construction of primary and secondary school teachers in the New Balhu left Banner, which are mainly manifested in strengthening the construction of the system and ensuring the funds for teacher training. Strengthen the training, implement the system of two-way flow of teachers in urban and rural areas, gradually improve the treatment of teachers and attach importance to the education of teachers' ethics and style of teaching and so on. The third part of the paper expounds the present situation of teachers in New Barhu left Banner and the analysis of the results. By means of questionnaire, interview and other methods, the author obtains the primary data extensively, and analyzes the problems. The fourth part of the paper introduces the problems existing in the construction of primary and secondary school teachers in Xinzuo Banner, which are mainly manifested in the prominent structural contradictions of the teachers' ranks, and the overall quality of the primary and secondary school teachers needs to be improved.
