青岛市中小学现代学校制度建设问题与对策研究
[Abstract]:At present, great changes have taken place in the external environment and internal demand of education, which calls for the innovation of the traditional school management system. In 2003, the Ministry of Education issued some opinions on strengthening the work of administering schools according to law, and put forward for the first time the construction of a modern school system. Various localities have also carried out practice and achieved certain results, but there are also many problems. On the basis of combing the present situation of practical exploration and development of modern school system construction in primary and secondary schools in Qingdao, this paper sums up the problems and shortcomings existing in practice, and puts forward some countermeasures in order to explore an effective practical path, so as to provide useful reference for promoting the construction of modern school system in primary and secondary schools at present and in the future. This paper is divided into three parts: the first part discusses the necessity and feasibility of promoting the construction of modern school system in primary and secondary schools on the basis of defining the two core concepts of school system and modern school system involved in this paper. This paper summarizes the historical evolution process of the construction of modern school system at home and abroad, and analyzes on the necessity and feasibility of promoting the construction of modern school system in primary and secondary schools under the background of the development of educational connotation. The second part summarizes and combs the present situation of the construction of modern school system in primary and secondary schools in Qingdao, and on this basis, analyzes the existing difficulties and causes from the two latitudes of government management and school running. In the third part, the author puts forward the countermeasures to promote the construction of modern school system in primary and secondary schools from four aspects: implementing the status of school subject, perfecting the implementation mechanism of articles of association, improving the ability of each subject to participate in school governance, and strengthening the construction of guarantee mechanism.
