北京市医疗旅游发展环境分析及对策建议

【摘要】：医疗旅游是近年来兴起的集医疗和旅游于一体的新兴产业,源于人们对健康的诉求。由于医疗资源和旅游资源的分布具有地域间的差异性,在常住地医疗服务资源不完善或太昂贵的情况下,人们选择去异地寻求相宜的医疗、养生保健、体检、康复与护理等服务,并与休闲、娱乐、度假等旅游活动相结合。随着全球化趋势的加快,医疗旅游在世界范围内蓬勃发展,目前全球范围内已经涌现出一大批医疗旅游目的地。与国外医疗旅游的发展相比,北京市医疗旅游的发展起步较晚,缺乏明确的政策指引,如何发展成为相关管理机构亟待解决的关键问题。本文综合运用文献研究、专家访谈、问卷调查等多种研究方法,并运用重要的环境分析工具PESTELG分析法和SWOT分析法,对北京市医疗旅游的发展环境进行分析,并对北京市医疗旅游的发展提出相应的建议。本文首先通过文献研究、专家访谈,运用 PESTELG分析法并结合研究者自身的规范分析,对北京市发展医疗旅游所面临的宏观环境和竞争环境进行分析；其次采用问卷调查的方法对北京市医疗旅游的市场环境进行分析总结；最后通过采用SWOT分析法对北京市发展医疗旅游所具备的医疗资源、旅游资源、独特的中医药资源进行分析,对医疗机构缺乏国际认证、医疗旅游专业人才缺乏、中医药推广中的障碍等问题进行探讨,并对北京市发展医疗旅游所面临的机遇和挑战进行综合分析,提出北京市发展医疗旅游的建议。研究发现北京市医疗旅游的发展面临良好的宏观环境,并且北京市具有发展医疗旅游的资源优势以及良好的发展机遇,应抓住机遇,避开劣势,发挥优势,积极推动医疗旅游的发展。具体来说,建议北京市医疗旅游的发展整合资源、形成产业集群优势,突出特色资源优势、差异化发展,实施人才培养计划、培育专业人才,加强医疗旅游的宣传推广、提高知名度。研究结果可以为北京市医疗旅游相关主管部门制定医疗旅游发展策略提供重要的科学参考,对北京市医疗旅游的发展起到一定的推动作用；也可以为北京市医疗旅游相关企业组织开展医疗旅游服务提供一定的参考；还可以为其他省市发展医疗旅游提供一定的参考依据和理论支撑。
